Initially, the project proponent obtained Consent to Establish (CTE) on 05.10.2023 for development of a residential township over 15.51 acres comprising 129 residential plots and 31 commercial plots, valid up to 20.08.2024……………………
Thereafter, the project proponent obtained CTE (Expansion) on 14.10.2024 for development over 25.49 acres comprising 186 residential plots and 41 commercial plots, valid up to 26.09.2025……………….
Further, the project proponent obtained Environmental Clearance (Expansion) from State Environment Impact Assessment Authority Punjab on 16.07.2024 for total land area of 1,03,169.2020 sq.m. (25.49 acres) with built-up area of 1,07,575.227 sq.m. The details of CTE (Expansion) were in conformity with the Environmental Clearance. Copy of the EC letter has already been submitted by the project proponent…………….
Now, the project proponent has applied for extension of the existing CTE. It has been submitted by the PP that construction work is in progress and is likely to take another three years for completion. Accordingly, extension of CTE has been requested. The adequacy of the fee has already been verified by the Regional Office………………….
The project was visited by officer of the Board and it has been reported as follows:
• Construction work is in progress; marketing and project office constructed.
• An adjacent poultry farm exists near the project site, which has been established without obtaining CTE/consent from the Board; separate action is under process.
• No polluting industry exists within 500 meters radius.
• No MAH industry is located within 250 meters of the site.
• The project proponent has planted trees to mitigate odour issues from the nearby poultry farm.
• Necessary permissions have been obtained from Greater Ludhiana Area Development Authority (GLADA) for discharge of additional treated wastewater into MC sewer, in case of non-utilization for flushing/horticulture as per EC conditions.
It is submitted that the Regional Office had earlier recommended grant of extension; however, it has now clarified that the recommendation was tendered inadvertently............................
In view of the above facts, it is recommended that extension of the Consent to Establish may be granted for a further period of one year, subject to the earlier stipulated conditions and additional/special conditions proposed by the Regional Office.
