Earlier, the industry was granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, valid up to 30.06.2030, for production of sheet metal parts for solar panels @ 5.595 MT/day, with trade effluent @ 0.24 KLD to be lifted by M/s JBR Technologies Ltd. and domestic effluent @ 0.9 KLD to be discharged into MC Ludhiana sewer…………………
Subsequently, the industry was afforded an opportunity of personal hearing before the Chief Environmental Engineer, Ludhiana on 29.12.2025, as it was observed that:
• The industry was not utilizing water from its metered connection and was allegedly using two unmetered sources.
• No proper record of fresh water consumption and trade effluent lifting was maintained.
• There was apprehension that trade effluent might be disposed of into the MC sewer.
After hearing, specific decisions as mentioned in the note of RO were taken …………….
Thereafter, inspection conducted on 12.01.2026 revealed non-compliance with the decisions of the personal hearing. Consequently, directions under Section 33-A of the Water Act were issued for sealing of the wet polluting process. The Regional Office complied with the directions and sealed the wet process………………
Now, the industry has submitted a fresh application for grant of valid Consent to Operate under the Water Act along with requisite documents and consent fee, adequate up to 30.06.2030, as verified by the Regional Office…………..
The industry was again inspected by the Regional Office on 24.02.2026, and it has been reported that:
• All compliances have now been made.
• The industry is adhering to environmental norms.
• Bank Guarantee of ₹1,00,000/- valid up to 27.01.2027 has been submitted in compliance with the earlier hearing decisions under Section 33-A of the Water Act.
In light of the above, if approved, Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted for a short term of six months, along with issuance of directions under Section 33-A of the Water Act for de-sealing of the wet polluting machinery sealed by the Regional Office.
