File Note: Kindly peruse the note of EE, ZO. The industry is a medium scale Orange Category unit engaged in manufacturing of rounds, bars, flats and squares @ 187 MT/day and was granted Consent to Operate under the Water Act, 1974 and Air Act, 1981 vide orders dated 06.08.2024 valid upto 30.09.2029. Earlier, complaints regarding black smoke led to personal hearing before CEE on 22.10.2024 and subsequent inspection on 28.07.2025, wherein non compliances were observed. Accordingly, directions under Section 31A of the Air Act, 1981 were issued vide letter dated 30.07.2025 for closure, encashment of Bank Guarantee of Rs. 1.00 lakh and disconnection of electricity. Consent under Air Act was revoked and electricity supply was disconnected. After compliance, the unit was granted temporary CTO under Air Act upto 18.03.2026. The industry has now applied for fresh CTO under the Air Act. During inspection by AEE Ishmanjot Singh on 25.02.2026, the unit was found operational and engaged in rolling of steel bars from billets. A 10 TPH re heating furnace is installed with wet scrubber as APCD, upgraded motor and nozzles, and separate energy meter with daily consumption of around 100 kWh. LSFO permitted under Fuel Policy dated 04.10.2023 is being used and supported by purchase invoice. CCTV cameras are installed at stack outlet and fuel feeding points with access to PPCB. PSCST feasibility report confirms adequacy of wet scrubber. Stack monitoring from NABL approved lab dated 06.02.2026 reports SPM as 57.2 mg/Nm3 against standard of 150 mg/Nm3. No trade effluent is generated and cooling water is recirculated. No black smoke was observed during visit. Hazardous waste authorization is valid upto 03.08.2027 and waste is being disposed to TSDF Nimbuan, with 269.68 kg presently stored and request sent for lifting. Bank Guarantee of Rs. 5.00 lakh valid upto 18.09.2026 is available. The site falls in approved Industrial Zone and the unit is exempted from EC as per MoEF notification dated 07.06.2024. In view of compliance and Office Memorandum dated 23.09.2025, it is recommended that: Consent to Operate under the Air Act, 1981 be granted upto 31.03.2030 subject to condition that the industry shall get stack emissions analyzed from Board laboratory within one month. Competency: Chief Environmental Engineer. Directions under Section 31A of the Air Act, 1981 be issued to PSPCL authorities for permanent restoration of electricity supply. Competency: Hon’ble Chairperson of the Board.
