File Note: It is intimated that the project proponent has applied for consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the establishment of Hot mix plant at Village Barnala Kalan Tehsil Nawanshahar Distt SBS Nagar for Premix Bitumen @ 2000 MTD. The project proponent has deposited Rs. 18000/- vide UTR.no. HDFCN52026021790474852 dated 17.02.2026 as NOC fee against the project cost of Rs. 743.52 Lacs which is adequate for one year. The project Proponent has submitted Feasibility Report of Hot Mix Plant wherein it has proposed bag filter, Power of attorney, Rent agreement, Naib Tehsildar report, DTP Report, Site Plan. The project proponent has submitted land document i.e. Rent Agreemnt executed on 17.06.2025 between Jugadh Singh S/o Inderdeep Singh, Inderdeep Singh, Hansdeep Singh S/o Gurinder Singh and G.R Infraprojects Limited Block no. 223, Ahmedabad, valid upto 30.06.2026 for a land area of around 55-11 kanal. The project proponent has submitted temporary permission/area classification from District Town Planner, SBS Nagar vide no. 624 DTP(N)/ SSV -1 (N.S) dated 17.11.2025 for WMM plant, Hot Mix Plant, Batching Plant and consumer pump etc for the purpose of overlay works of Phagwara – Rupnagar section of NH- 344 A upto 31.05.2026 vide which DTP SBS Nagar has clarified that the site is located in the residential zone as per master plan, Nawanshehr. The project Proponent has submitted distances certificate from Naib Tehsildar Nawanshahr dated 12.02.2026 for khasra no. 13//11/3 (3-11) and 13//20/2 (6-19) where proposed hot mix plant is to be established vide which the distances received is reproduced below: The site was visited by undersigned on 23.02.2026 and contacted Sh. Abhishek, site incharge, and it was observed as under: 1. The representative of the industry shown the site and the site was located at Vill. Barnala Kalan, Tehsil Nawanshahr Distt. SBS Nagar. 2. The area of the site is surrounding agricultural land. The site is divided in two parts i.e. one with the proposed hot mix plant establishment and the second wherein site office alongwith rooms is to be provided. The site has been demarcated through concrete sheets. 3. The construction activities of the site office with around 20 rooms for workers have been provided. 4. The unit has almost established/installed the batch type hot mix plant and would be ready for operations in another 5-6 days. 5. The work regarding the stabilizing of the movement area with aggregate was ongoing. 6. The habitation of city nawanshahr with some planned development near village Kulam such as Johal colony is at a distance of 900-930 mtr as observed through google earth. 7. The national highway is also at a distance of 195 mtr as clarified by the DTP SBS Nagar in its classification report. 8. No high tension wires were crossing the site. From above and as per the classification report given by DTP SBS Nagar, the site falls in the residential land use zone as per master plan Nawanshehr and is also not complying with the specific siting criteria prescribed for such units. As such the site is not suitable for establishment of Hot Mix Plant. In view of above, if approved, it is recommended that directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 & 33-A of the Water (Prevention & Control of Pollution) Act, 1974 for sealing of machinery of the unit for closure may be issued after affording an opportunity of personal hearing.
