The project proponent has applied for Consent to Establish under the Water Act, 1974 and Air Act, 1981 for establishment of a Hot Mix Plant (Premix Bitumen @ 2000 MTD) at Village Barnala Kalan, Tehsil Nawanshahar, District SBS Nagar. During inspection it was observed that the hot mix plant has almost been installed and is likely to commence operations shortly.
However, as per the classification report issued by District Town Planner, SBS Nagar, the proposed site falls under Residential Land Use Zone as per Master Plan Nawanshahr. Further, the site does not comply with the prescribed siting criteria for establishment of Hot Mix Plants, as habitation and planned residential development are located within the restricted distance.
In view of the above, the site is not suitable for establishment of the Hot Mix Plant. Therefore, it is recommended that CTOs may be refused and directions under Section 31-A of the Air (Prevention & Control of Pollution) Act, 1981 and Section 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued for sealing of machinery and closure of the unit, after affording an opportunity of personal hearing to the project proponent. |
