The report/ recommendations of RO has been examined and it was noted as under:
# The project proponent earlier granted consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no.CTE/Fresh/SAS/2022/18075889 dated 04/05/2022 valid upto 03/05/2023for Residential project having 210 flats and 5 shops in an area of 2.46 acres, having totalbuilt up area of 29104 sqm.which was further extend upto 20.06.2025, subject certain conditions as mentioned therein. The CTE was granted to the following effluent disposal arrangement: “Treated wastewater @ 47 KLD - reused for flushing purpose (dual plumbing system) within the premises. Treated wastewater @ 67 KLD - used for plantation purpose within the premises and onto land for plantation in an area of 2 bighe 15 biswa land as per Karnal Technology, as per the details & undertaking submitted with the online application.”
# Now, project proponent has applied for fresh Consent to Operate (CTO) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for 210 flats and 5 shops,with requisite documents and fees.
The project proponent has submitted water details in the application form, as per which 114 KLD waste water will be generated which will be treated in STP of capacity 175 KLD. After treatment in STP, the treated waste water @ 47 KLD is used for flushing purpose, 12 KLD for green area and excess for irrigation till the project proponent get sewer connection.
# The project proponent has obtained Environmental Clearance vide letter no. DECC/SEIAA/2020/3390 dated 05.11.2020 for construction of Group Housing Project namely “Amayra Luxury One” with built-up area of 29104 sqm at Village Khanpur, Kharar, Distt. SAS Nagar. The total land area of the project is 9991 sqm (or 2.4687761 acres) as per EC granted vide letter no. DECC/SEIAA/2020/3390 dated 05.11.2020. As per the EC, the project proponent shall provide 3 no. rain water recharging pits.
#The project proponent has submitted site plan approved by the MC, Kharar vide no. E-3338233 dated 29.09.2020.
#The promoter company has submitted a copy of letter issued by MC, Kharar vide no. 260 dated 24.02.2020 for permission for Solid Waste Disposal for the project. The promoter company has also submitted a copy of letter issued by MC, Kharar vide 259 dated 24.02.2021.
#The project proponent has submitted completion certificate of 175 KLD of STP based on SBR technology got prepared by M/s Jal Vayu consultants, which is as under:
“It is certify that the STP capacity of 175 KLD based on SBR has been installed and it is fully operational at site namely Amayra Luxury One at Kharar.”
# The site of the proposed project was visited by the officer of the Board on 12.02.2026 and contacted with Mr. Vipin Singla(Corporate Head).During the visit, it was observed as under:
1. The project proponent has completed the construction of 210 flats and 05 shops. Out of these, 70 flats have been occupied and no shop has been occupied yet. STP of capacity 175 KLD based on SBR technology has been installed at the site and was in operation during the visit.
2. Flow-meter has been installed at outlet of STP with reading noted as
240.7 m3. Samples have been collected from the outlet of STP and sent to HO Water lab Patiala for analysis.
3. After STP, the waste water is being utilized for flushing purpose and plantation developed as per Karnal technology.
4. The project proponent has provided 01 no. borewell for the abstraction of ground water. Water meter has been provided at the borewell with reading noted as 655.4 m3.
5. The project proponent has provided buffer of 15m green belt of broadleaf trees towards air polluting industry in light of Department of Science, Technology, Environment, Govt. Of Punjab notification dated 25.07.2008. However, the air polluting industry namely M/s Saraswati Agro Chemicals (India) (P) Ltd. has now been closed.
6. The project proponent has provided 01 DG set of capacity 125 KVA with canopy and stack of adequate height.
7. Mechanical composter of capacity 200 kg has been provided for treatment of biodegradable solid waste.
8. The project proponent has developed Karnal technology in around 0.375 acres in the area adjoining the STP. Further, the project proponent has also developed Karnal technology in an area of around 4.5 acres at a distance of approx 500 m from the project site and it also proposes to utilize the treated wastewater from STP in that area. (undertaking of project proponent in the above regard along with the photographs of area developed as per Karnal technology are attached herewith)
# The RO has concluded that the project proponent is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 as well as Environmental Clearance granted to it; and recommended that fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for operation & occupancy of 210 flats and 5 shops may be granted upto29.02.2028.
In consideration of the report/ recommendations of RO; if approved, the project proponent be granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for operation & occupancy of 210 flats and 5 shops, upto 30.09.2027 (Culminating period for Orange Cat. Units), subject to suitable general and additional conditions.
