It is submitted that the project proponent has applied for obtaining Consent to Establish (NOC) under Water Act, 1974 and Air Act, 1981 for development of a Residential cum Commercial Colony in 6.421 acers with @ 123 no. Residential Plots, @ 2 no. Commercial Plots in green category. For which the Project Proponent submit the following documents:
• The Project Proponent has submitted copy of project report, showing total project cost will be Rs. 276.18 Lakhs Accordingly, the project proponent has deposited NOC fee of Rs. 10800/- vide UTR No. IDFBN52025041909955076 dated 19.04.2025, which is adequate for one year.
• The Project Proponent has submitted copy of approved building plan duly signed by Senior Town Planner, vide no. PB/LOUT/MSZ/BUDHA/816.
• The Project Proponent has submitted copy of LOI of development of colony vide no. MNS-UD-LDC-2025/13 dated 17/02/2025 duly signed by Additional Deputy Commissioner (General), Mansa.
• The Project Proponent has submitted a copy of the NOC issued by the Executive Officer, Municipal Council, Budhlada, vide letter no. MCB/169 dated 16.05.2025, for the disposal of treated effluent into the Municipal Council sewer.
• The project proponent has submitted copy feasibility report, as per which, the total water consumption for 123 no residential plots and 2 commercial plots is @ 259.13 KLD. The effluent generated will be 207.3 KLD for which the PP has proposed to install an STP of 220 KLD capacity. The PP has proposed to utilized treated effluent @ 89.65 KLD Reused in dual plumbing, @ 10.64 KLD in Green Area & parks having an area of 1723.5 sq.mtr. and remaining treated effluent @ 107.01 KLD will disposed in MC sewer.
• The Project Proponent has proposed that total 869 Kg of Solid Waste will be generated from the premises daily. The Bio-degradable waste @ 391.05 Kg will be disposed of in compost pits, whereas non-bio-degradable waste @ 460.57 Kg will be handed over to an authorized recycler and other domestic waste @ 17.38 Kg will be handed over to authorized vendors as per Solid Waste Management rules, 2016.
The site of the project proponent was visited by the undersigned on 23.02.2026 and it was observed that:-
1. The site is located within Municipal limits of Municipal council, Budhlada.
2. The PP has completed construction of Boundary wall and construction work of roads and leveling of ground was in process during visit.
3. As per the approved layout plan, total saleable area of all 125 plots (@ 123 no. Residential Plots, @ 2 no. Commercial Plots) is 14138.84 sqm., considering the FAR of 2.1, total bulidup area shall remain 14138.84*2.1 = 29691.56 sqm, which is less than 1,50,000 sqm. As such the project is not covered under EIA notification, 2006.
4. There is no MAH unit within the 250 mtrs from the boundary of the project. There is no brick kiln and cement plant within 300 m and no rice sheller, stone crusher, grinding unit or hot mix plant within 500 mtrs and no air polluting industry within 100 m from the proposed site.
5. As such, the site is suitable for the establishment of project.
From the above, it is clear that the site is meeting with the guidelines prescribed by the Board for the establishment of a Residential Colony cum Commercial Colony as per the policy of the Board.
Keeping in view of above, it is recommended that Consent to Establish (NOC) may be granted to the Project Proponent for development of a Residential Colony in 6.421 acers with total no. of 125 Residential Plots 123 no., Commercial Plots 2 no. for discharge of treated domestic effluent @ 207 KLD (@ 89.65 KLD Reused in dual plumbing, @ 10.64 KLD in Green Area & parks and remaining treated effluent @ 107.01 KLD) with suitable conditions along with specific conditions as under.
1. The Project proponent will only operate the unit after obtain permission from MC, Budhlada for disposal of treated water into MC sewer.
2. The project proponent shall be bound to obtain environmental clearance under EIA notification dated 14.09.2006 in case the built-up area of the project increases above 1,50,000 sq. meters.
3. The project proponent shall utilize maximum effluent inside its premises after treatment in STP, only surplus treated effluent will be discharged into MC sewer leading to terminal STP after getting assessed spare capacity of STP from MC Budhlada/ PWSSB and after obtaining permission from the concerned authorities.
4. It is made clear to the project proponent that in case the STP provided by Municipal Council Budhlada do not have adequate treatment capacity, then the project proponent will make its own arrangement to utilize entire treated wastewater.
5. The project proponent shall look for the possibility of utilization of treated effluent of STP for double plumbing, construction work, roadside sprinkling etc.
6. The project proponent shall install STP for treatment of its domestic effluent before its commissioning.
7. The project proponent will handle its solid waste as per the provisions of the Solid Waste Management Rules, 2016 and make adequate arrangements for treatment of wet waste and source of generation.
