Subject: Application for obtaining fresh Consent to operate under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 – Greenfusion Biofuels, Near Patran Transmission Grid, Banwala Daroli road, Tehsil Patran Distt PATIALA
It is submitted that the project proponent has obtainted consent to establish (NOC) from the pollution angle & under the provisions of the Water Act, 1974 and the Air Act, 1981 through Right to Business, Act 2020 for setting up a unit namely M/s Greenfusion Biofuels, hadbast no. 174, bearing Khasra No. 11//1(0-8) which is falls in the revenue estate village Banwala, and hadbast no.195, bearing no. 103//8(5-11), 9(4-11), 12(6-14), 13/1(3-2), total 20 kanal – 6 marla land of revenue estate of Village Dalori, Patran Distt. Patiala vide no. Certificate No. CTE/Fresh/PTA/2025/29013713 dated 21/07/2025 valid upto 17/07/2026 for manufacturing of Pelletts (Non- Torrified) @ 5 TPH by using Paddy Straw @ 5.68 TPH, as raw material and for the discharge of domestic effluent @ 2.16 KLD on land for plantation area under orange category.
The industry has submitted Certificate of Principal Approval, Partnership deed, location plan, Land Registry, brief project report, feasibility report, Land use pattern from DTP, Revenue Report from Tehsildar Patran etc. along with the application form.
Now the industry has applied for obtaining for manufacturing of Pelletts (Non- Torrified) @ 5 TPH by using Paddy Straw @ 5.68 TPH, as raw material and for the discharge of domestic effluent @ 2.16 KLD on land for plantation area under green category.
As per CPCB new categorization the unit falls under green category.
Fees Details:
The promoter has deposited Rs. 54000/- vide Receipt no. 794035022 dated 16.01.2026 as CTO fee under Water Act, 1974 and Rs. 54000/- vide Receipt no. 671544940 dated 16.01.2026 fee under Air Act, 1981, which is adequate for one year as per project cost of Rs. 4.12 Cr as per the CA certificate submitted dated 18.12.2025, which is valid upto 31.12.2030.
Certificate of In Principal Approval:
The industry has submitted Certificate of In Principal Approval under the Right to Business, Act, 2020 approved from by Deputy Commissioner, Patiala vide PIN no. 250131658 dated 17.04.2025 and having validity upto 16.10.2028.
Visit:
The site was visited by the undersigned on 27.02.2026
and contacted Sh. Pulkeet Bansal, Partner of the unit and during visit, it was observed that:
1. The site of the industry falls Near Patran Transmission Grid, Banwala Daroli road, Tehsil Patran.
2. The industry has provided 2 no. shredder, followed by common dust collector and stack of adequate height.
3. The industry has also provide two hammers equipped with individual dust collector and stack of adequate height.
4. No trade effluent is being generated and only domestic effluent is being generated @ 2.16 KLD, and same is being discharged onto land for plantation after its treatment through septic tank.
5. The industry has not installed any D.G. set.
6. The industry is not covered under 1 schedule of Factory Act, as such no clearance from SCA-cum-SAC is required.
As such the industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981.
Recommendations:
In view of above-mentioned facts, it is recommended that the consent to operate (CTO) may be granted for 5year that is upto 31.12.2030 to the subject cited industry for manufacturing of Pelletts (Non- Torrified) @ 5 TPH by using Paddy Straw @ 5.68 TPH, as raw material and for the discharge
of domestic effluent @ 2.16 KLD on land for plantation area under orange category with suitable conditions & special conditions as per policy of the Board.
The industry will submit building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952.
1. The industry will comply with all the conditions mentioned in the DTP letter no. 748-DTP(P)/RTB-1 dated 09.04.2025 issued to this office.
2. The applicant shall be liable to abide by the provisions of Master Plan and shall also be bound to follow the provisions of section 79 along with other provisions of PRTPD Act, 1995, in case the site falls in non-conforming land use zone after the notification of Master Plan and no claim shall be demanded by the applicant from the Department.
3. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF.
4. The industry shall dispose of the ash in an environmentally sound manner.
5. The project proponent shall make use of alternatives of single use plastics (SUP) within its premises and will not use any SUP items banned in accordance with MoEF&CC notification no.
G.S.R. 571(E) dated 12.08.2021.
6. The project proponent will comply with the provisions of MSW Rule 2016.
7. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment
(Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
