It is submitted that industry was granted to consent to operate under Air Act, 1981 vide no. CTOA/Renewal/LDH1/2019/10711711 Date of issue: 10/10/2019 Date of expiry: 30/06/2024 for production of Knitted Fabric @2000Kgs/day, Dyeing of Yarn/Fiber @5500Kgs/day, Dyeing of Fabric @600Kgs/day, Printing of Fabric @2000Kgs/day, Finishing of Fabric @2000Kgs/day with installation of Package boiler @4TPH having Fuel as WOOD @4.0T/day or RICE HUSK or AGRI WASTE @4.0T/day. Industry was granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH1/2022/1834329 Date of issue: 20/05/2022 Date of expiry: 30/09/2026 for discharge of 310 KLD on to land for plantation for same product details as mentioned.
The Industry was visited by officers of the Board on 07.08.2025 and it was found using pet coke as fuel, also the unit was in process of installing wet scrubber. The unit failed to achieve desired emission results. Thereafter, unit was given personal hearing before CEE on 23.09.2025. The hearing decisions were issued vide zonal office letter no. 4778 dated 03.10.2025. The decisions of hearing were as under:
• The present application filed by the Industry for obtaining varied corisent to operate under the Air (Prevention & Control of Pollution) Act, 1981 for using pet coke as well as rice husk/ wood/agro waste as fuel is refused.
• The Industry shall not use pet coke as fuel in its boiler as the industry has not upgraded its pollution control system to achieve revised standards prescribed by the MoEF&CC
• The industry shall apply afresh for obtaining consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 for the fuel that it intends to use (rice husk/ wood/agro waste).
• The industry shall provide adequate APCD with the boiler and shall operate it regularly and efficiently so as to achieve the desired standards as prescribed by the MoEF&CC (in case wood is used-SPM standards are 150 mg/Nm3 and in case agro waste is used - SPM standards are 250 mg/Nm3).
• The industry shall take following additional measures for abatement of air pollution from their unit:
a) APCD shall be equipped with rotary valve and ensure regular removal of APCD dust.
b). APCD shall be provided with the separate electric energy meter and daily record of energy consumed shall be maintained.
c) Install CCTV cameras focused towards the boiler stack and fuel feeding for self-monitoring of emissions and maintain-atleast 30 days footage for the same and make in-house online monitoring mechanism to ensure that there is no black smoke.
d) Mechanized füel feeding system shall be in place and in operation.
e) Only authorized fuel for which consent has been granted is to be used.
(f) Fuel should not be moistured of wet. For that, quality of fuel shall be monitored regularly and a covered shed should be provided for fuel storage
g). The industry shall make proper and covered arrangements for scientific storage and handling of boiler ash to avoid its dispersion in the plantation area and prevent fugitive emissions as well as for its scientific disposal
• The industry shall submit fresh, Bank Guarantee amounting to Rs. 1.0 lac as an assurance to achieve the prescribed emission standards of the Board and MoEF&CC and for complying with above decisions mentioned at serial no. 1 to 5, within 07 days.
As part of proceedings, Industry was visited by AEE Lovinder Singh Mann on 04.11.2025 for ensure compliance of hearing decisions. Based on the visit, report was shared vide e-note no. 29721764. Now updated status is as follows:
1.0 The Industry has found to be operational and using wood as fuel. The Industry representative informed that they have abandoned the use of pet coke. During the visit, it was observed that industry has provided one Boiler with cyclone separator followed by wet scrubber as APCD. The unit has provided dimensional drawings of double stage wet scrubber in the application form and also completion certificate is enclosed.
2.0 The Industry has provided rotary valve for removal of APCD dust, separate electric meter for APCD and is keeping daily log, CCTV cameras pointed towards Boiler stack and fuel feeding inlet.
3.0 The Industry has not provided fully mechanized fuel feeding system as it has abandoned the use of pet coke and is using wood/agro based fuel. The unit has a shed for storage of fuel and ash is being lifted to local farmers/or used in house.
4.0 The Industry still has submitted Bank Guarantee of Rs. 1 lacs.
5.0 It is also further submitted that, Industry has placed order for installation of Bag filter with Spark Arrestor (with 20 extra filter Bags) with M/s Thermax Limited, New Delhi on 30.09.2025. The Industry has paid 20% advanced to the vendor for the same and details have been shared with regional office vide letter on 08.10.2025.
Now the Industry has applied for varied consent under the Air Act, 1981 wherein it has added Packaged Boiler @ 4TPH Capacity using RICE HUSK/ AGRO WASTE/WOOD as fuel @ 8T/day with water scrubber as APCD. Industry has also proposed to shift to dyeing of grey yarn @ 6500 kg/day. The Industry has provided CA certificate dated 31.03.2025, Drawings of APCD, completion certificate Air Pollution Control device along with its feasibility report, manufacturing process flow chart along with other documents.
The industry has deposited Rs. 252500/- vide no. 140231160 dated 25.08.2025 under Air Act, 1981. After deducting penality as 200% and NOC fees of Rs. 5400 as compared to last CA certificate. The adequacy of fee deposited by the industry is up to 31.03.2030.
6.0 The industry has installed cone dyeing machinery of various loads for yarn dyeing.
7.0 The Industry has installed ETP to treat its dyeing effluent. The ETP is based on physico-chemical process followed by biological treatment and tertiary treatment. The treated effluent was being discharge onto land for plantation.
8.0 The Industry is constructing its new automized biological plant with M/s Austro Chemicals & Bio Technologies (P) Ltd. The Industry was given Personal hearing before the Senior Environmental Engineer, Ludhiana on 27.05.2025 as effluent samples were found to be beyond prescribed limits (samples taken on 23.09.2024). Proceedings with respect to operational efficiency of existing ETP, maintenance of record of water consumption, effluent treated, chemicals used, sludge generation, production, power consumption etc. on daily basis etc. are ongoing vide e –noting no.28763351. In view of the proceedings, Effluent samples of the existing plant were collected by board officers on 18.07.2025. The samples results revealed that results were within prescribed limits. Compliance of proceedings has been submitted therein. The Industry is complying with the hearing decisions dated 27.05.2025 before SEE, ZL-1. The report was shared on e-note no. 28763351 dated 19.08.2025. The Industry also needs to apply under Varied Category for Consent to operate under Water Act, 1974.
9.0 The Industry has installed two DG Set with acoustic enclosure of capacity 625 KVA and 325 KVA along with stack of adequate height.
10.0 The unit has been granted CLU vide STP letter no. 6680 dated 06.12.2012. No changes have been made to the building and Land area of the unit.
11.0 Currently, the unit has Cone Dyeing machinery of capacity 700 KG, 500 KG (2 No.), 300 KG (2 No.), 200 KG (2 No.), 100 KG (2 No.), 30 KG, 10 KG. The unit also has soft winding, dyed yarn winding and associated machinery. Currently, the unit has consent under the Water Act, 1974 valid till 30/09/2026 for discharge of trade effluent on to land for plantation @310 KLD from production of DYEING OF YARN/FIBER @ 5500 Kg/day, DYEING OF FABRIC @ 600 kg/day, PRINTING OF FABRIC @ 2000 kg/day, KNITTED FABRIC @ 2000 Kg/day and FINISHING OF FABRICS @ 2000 kg/day. Now the unit has shifted to dyeing of grey yarn @ 6500 kgs/day and the current cone machinery suggests the trade effluent will not cross earlier granted consent. A special condition is imposed for application of varied consent under water act, 1974 and detailed calculation would be provided in respective application.
In view of above, it is recommended that the industry be granted Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 up to 30.03.2030 with general terms and conditions along with following special conditions:
1.0 The Industry will not exceed the consented quantity of dyeing of grey yarn @ 6500 kg/day.
2.0 The Industry will get its Air sample analyzed from Board’s Laboratory in a period of three months.
3.0 The unit will apply for varied consent under Water (Prevention & Control of Pollution) Act, 1974 within one month.
