It is submitted that the industry is small scale orange category unit.
Earlier the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH4/2021/15065479 dated 15.06.2021 and Air Act, 1981 vide no. CTOA/Renewal/LDH4/2021/15062083 dated 15.06.2021, which were valid upto 30.09.2025 for manufacturing of Industrial & Commercial Packing @ 2.0 Metric Tonnes/Day, Tape @ 100 Kgs/day by using Plastic Granules @ 1.0 Metric Tonnes/Day, Tape Film @ 40 Kgs/day, Tape Adhesive @ 40 Kgs/day in the name and style of M/s Gopal Industries, K-134/135, Phase-VIII, Focal Point, Ludhiana.
Now the industry has applied for varied consent to operate under the Water Act, 1974 and Air Act, 1981 for manufacturing of Industrial & Commercial Packing @ 2.0 Metric Tonnes/Day, Tape @ 100 Kgs/day by using Plastic Granules @ 1.0 Metric Tonnes/Day, Tape Film @ 40 Kgs/day, Tape Adhesive @ 40 Kgs/day in the name and style of M/s Gopal Industries, K-134, K-135, K-136, C-261, Phase-VIII, Focal Point, Ludhiana.
The industry has deposited CTO fees of amounting to Rs. 30500/- vide R.no. 946525529 dated 17.02.2026 under the Water Act, 1974 and Rs. 30500/- vide R.no. 141215695 dated 17.02.2026 under the Air Act, 1981, which is adequate upto 30.09.2030 (after deducting NOC regularization fee and late penalty fee) against the gross fixed assets of Rs. 94.51 Lacs and plant & machinery of Rs. 16.68 Lacs as per CA certificate dated 12.01.2026.
Now the industry was visited by the Er. Manraj Singh Randhawa, AEE of this office on 24.02.2026 and it was observed as under: -
1. The industry was in operation during visit and engaged in process of manufacturing industrial packing bags.
2. The industry has installed 02 extruders and 03 cutting & 02 printing machines.
3. The industry has also installed 01 bubble making machine and 02 cutting machines.
4. The industry has installed 01 no. D.G Set of capacity 30 KVA with canopy and adequate stack height.
5. The industry has expanded its unit to K-136 to C-261 plot.
6. The industry has installed 02 LD machines, 01 HM machine and 02 cutting machines in K-136.
7. There is no source of trade effluent & domestic effluent is being discharge into sewer.
8. The industry has applied for obtaining EPR registration under the Plastic Waste Management Rules, 2016 vide application no. 20250823311467.
9. The industry has provided separate storage room for storage of hazardous waste of category 21.1 and 33.1.
10. The industry has made an agreement with the M/s J.S. Plastic, Nichi Mangli, Ludhiana for lifting of 33.1 category hazardous waste and M/s M.S. Polymers, E-104, Focal Point, Chanalon, Mohali for lifting of 21.1 category.
11. The industry has submitted building plan approved by the Competent Person.
As such the industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981 and PWM Rules, 2016.
Keeping in view of above it is recommended that the consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry upto 30.09.2030 with suitable conditions as per policy of the Board and special condition that the industry shall apply for authorization under the HWM Rules, 2016, within one month.
