Recommendations:
Earlier the industry has obtained consent to establish under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH1/2023/21190683 Date of issue 28-02 2023 Date of expiry 27-02-2024 for manufacturing of Bicycles Frame @ 2500 Numbers/day by using Aluminum Alloy @ 5 MTD under green category (3024-Heat treatment with any of the new technology like ultrasound probe, induction hardening, ionization beam, gas carburizing etc.).
There after the industry has applied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and same was returned by the PBIP Invest Punjab due to it was noted that the unit has mentioned additional processes of shot blasting & powder coating. Powder Coating process is as such covered under Orange Category and the unit is required to clarify if it is engaged in Powder Coating process and if so then apply under Orange Category under relevant category code.
Thereafter the project proponent has again applied consent to establish (NOC for expansion) under the Provision of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and the same was granted under Red category vide no. CTE/Exp/LDH1/2025/27638122 issued on 21/02/2025 valid upto 20/02/2026 for manufacturing of BICYCLES FRAMES @5000Numbers/Day, BICYCLES RIMS @5000Numbers/Day with its treated trade effluent discharged @ 40000 ltr/month, lifted to JBR Technologies, Pvt. Ltd. for lifting of trade effluent and with Phosphating and powder coating processwith proposed manufacturing process involving of Input (Aluminium sheet)>Inspection>Tube Making>Front/Rear/Frame welding> Powder Coating (Phosphating) >Shot Blasting>Machining>Heat Treatment T6 & T4 > Alignment> Packing to Market.
Now the industry has applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act for the same processes. The industry has submitted the site plan location plan, Manufacturing process flow chart, lease deed, Undertaking-Manufacturing, Agreement with CETP operator, Certificate of classification of area by DTP vide no. 445 dated 13.02.2014, record and slips of water consumption and Lifted of treated trade effluent. The industry has deposited fee which is as under:-…………….

Adequate upto 30.06.2027
In order to verify the application form, the industry was visited by the AEE of this office on 20.02.2026 and it was observed as under:-
1. The industry has completed its construction and has installed requisite machinery under Tube Cutting, Tube Preparation, Tube Cleaning, Rim Manufacturing, Tig Welding, Heat Treatment, Frame Machining, Phosphating and Tool Room section.
2. The industry has made an agreement with CETP operator to discharge of treated trade effluent @ 40000 Ltr/Month valid up to 01/10/2027. The unit has two sections that involve water consumption i.e. Tube Cleaning and Phosphating. The details are as per below:
Tube Cleaning: This section has total 8 tanks each of capacity 2500 liters as: Degreasing > water rinse-1 > Alkalinity > Water Rinse > Water Rinse > Neutralization > water rinse > Hot water. The side suction points to arrest fumes have been installed at Alkalinity and neutralization sections. Both of these are connected to stacks of adequate height with wet scrubber as APCD. A separate meter for the fresh water section has been provided.
Phosphating section: This section has total 9 tanks each of capacity 5500 liters as: Degreasing > water rinse-1 > deoxidation > Water Rinse > Water Rinse > DM water tank > oxsilan > DM water tank > DM Water tank. The side suction points to arrest fumes have been installed at oxilan sections. It is further connected to stacks of adequate height with wet scrubber as APCD. A separate meter for the fresh water section has been provided for DM water and phosphating section.

Till date total water consumption till date from both the sections has been 378,370 liters. Trade effluent lifted is 238,000 liters whereas (2500*8 and 5500*9) 69500 liter of water is in the system. Total 79870 liters (20 %) is being reported as evaporation losses.
The Industry was mentioned in the non-lifting statement of February 2025 consequently industry was visited by JEE Parneet Singh on 17.09.2025 and it was reported that industry was non-operational during the February. The report was shared vide e-noting no. 29939152. After that no action was taken as it was asked to submit the water consumption vis-a-vis lifting details.
3. The industry has installed STP of capacity 10 KLD to treat domestic effluent which shall be discharge onto land for plantation @ 6.0 KLD. The STP has following components : - OIL & GREASE TRAP > PRIMARY COLLECTION TANK > BIOREACTOR I > BIOREACTOR II > SECONDARY TUBE SETTELER > SECONDRY COLLECTION TANK > SAND FILTER > ACTIVATED CARBON FILTER . The industry has provided completion certificate for the same.
4. The industry has installed 2 electricity fired heat treatment stress relieving heaters, 5 powder coating both followed by baking oven. Powder coating booth has been provided water sprinkler system along with stack of adequate height.
5. The industry has installed 2 nos.HSD fired D.G. Sets of capacity 125 & 500 KVA along with adequate stack height and canopy provided.
6. The industry has submitted certificate of classification of area by DTP vide no. 445 dated 13.02.2014 as per which the site falls under industrial zone as per provisions of Master Plan Ludhiana (2007-21).
7. The Industry has submitted approved building plan being approved under the stamp of Chartered engineer authorized by Director of factories, Punjab.
8. As per the new categorization of CPCB dated 12.02.2025, the industry falls under red category (101.1 Industry or process involving metal surface treatment or process such as pickling/ electroplating/paint stripping/ heat treatment using cyanide bath/ phosphating or finishing and anodizing/ enamellings/ galvanizing).
In view of above, it is recommended that the Consent to Operate under the the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for 2 year (i.e. upto 30.06.2027) with suitable terms and conditions, please.
