It is submitted that the project proponent has applied for obtaining Consent to Establish (NOC) under Water Act, 1974 and Air Act, 1981 for the production of Wheat Flour @ 50 TPD by using Wheat @ 50 TPD under the green category. For which the Project Proponent submit the following documents: -
• The Project Proponent has submitted copy of project report, showing total project cost will be Rs. 300 Lakhs. Accordingly, the project proponent has deposited NOC fee of Rs. 8400/- vide Receipt No. 160855608 dated 02.01.2026, which is adequate for one year.
• The PP has submitted a copy of DTP report vide no. 848 DTP(M)/ IBDP-M dated 04.12.2024 where the relevant part of report is as under:
1. ਵਿਸ਼ੇ ਤਹਿਤ ਸਾਈਟ ਬੁਢਲਾਡਾ ਰਤੀਆ ਸੜਕ ਤੋਂ ਪਿੰਡ ਸ਼ੇਰਖਾਂ ਵਾਲਾ ਵੱਲ ਜਾਂਦੀ ਲਿੰਕ ਸੜਕ ਉਪਰ ਪੈਂਦੀ ਡਰੇਨ ਤੋਂ ਲਗਭਗ 310 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੜਕ ਦੇ ਖੱਬੇ ਹੱਥ ਸਥਿਤ ਹੈ । ਸਾਈਟ ਮੌਕੇ ਉੱਪਰ ਖਾਲੀ ਪਈ ਹੈ।
2. ਸਾਈਟ ਨੈਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਬੁਢਲਾਡਾ ਦੀ ਹੱਦ ਅੰਦਰ ਪੈਂਦੀ ਹੈ। ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਅਜੇ ਤਿਆਰ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਜੇਕਰ ਮਾਸਟਰ ਪਲੈਨ ਤਿਆਰ ਕਰਦੇ ਸਮੇਂ ਪ੍ਰਾਰਥੀ ਦੀ ਸਾਈਟ ਨਾਨ-ਕੰਨਟਰਮਿੰਗ ਯੂਜ ਜ਼ੋਨ ਵਿੱਚ ਆ ਜਾਂਦੀ ਹੈ ਤਾਂ ਪ੍ਰਾਰਥੀ "ਦੀ ਪੰਜਾਬ ਰਿਜਨਲ ਐਂਡ ਟਾਊਨ ਪਲੈਨਿੰਗ ਐਂਡ ਡਿਵੈਲਪਮੈਂਟ ਐਕਟ 1995 ਦੀ ਧਾਰਾ 79 ਨੂੰ ਮੰਨਣ ਦਾ ਪਾਬੰਦ ਹੋਵੇਗਾ। ਪ੍ਰਾਰਥੀ ਭਵਿੱਖ ਵਿੱਚ ਤਿਆਰ ਕੀਤੇ ਜਾਣਾ ਮਾਸਟਰ ਪਲੈਨ ਬੁਢਲਾਡਾ ਦੀਆਂ ਤਜਵੀਜਾਂ ਮੰਨਣ ਦਾ ਪਾਬੰਦ ਹੋਵੇਗਾ।
• The Project Proponent has submitted copy of Land registry of 8 Kanal 0 marla dated 23.10.2024.
• The Project Proponent has submitted a copy of GST Registration certificate of M/s HARI HAR FLOUR MILL vide registration no. 03SKOPS9582R1ZE dated 02.01.2025 according to which Sh. Harsh Singla is the proprietor of the firm.
• The Project Proponent has submitted copy of the certificate of principal approval vide no. 241196848 dated 01.12.2024 valid upto 15.07.2028.
• The Project Proponent has submitted an undertaking stating that the industry will use silicon-based dust control system is already inbuilt within the machine. Therefore, no separate external APCD is required.
The site of the project proponent was visited by the undersigned on 03.03.2026 and it was observed that: -
1. The site is located at Sherkhan Road, Village Boha, Tehsil Budhlada, District Mansa.
2. The project proponent has proposed a unit for production of Wheat Flour @ 50 TPD by using Wheat @ 50 TPD
3. The PP has completed the construction of boundary wall and no further construction was in process during visit.
From above, it is clear that the site is complying with provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 as well as siting guidelines of the Board.
Keeping in view of above, it is recommended that Consent to Establish (NOC) may be granted to the Project Proponent for production of Wheat Flour @ 50 TPD by using Wheat @ 50 TPD with suitable conditions along with specific conditions as under:-
1. The industry shall operate plant only after obtaining the consents to operate form the Board.
2. The industry shall plant more trees along the boundary walls along with construction.
3. The industry will discharge only treated domestic effluent onto land for plantation / green belt.
4. The industry shall not increase its existing land area without prior permission of the Board.
5. The industry shall not increase its production capacity without the prior written permission/NOC of the Board.
