File Note: It is intimated that the industry is a orange category pyrolysis, engaged in production of pyro oil @ 7140 Liter/day. …………granted consent to operate of the Board under Water Act, 1974 and Air Act, 1981 both valid up to 30-06-2028. Thereafter a complaint was received telephonically, against the above industry regarding dumping of waste oil on Panchayati land of village Barmalipur. The industry was visited on 12.03.2025. Based on the visit report, Industry was issued show cause notice with opportunity of personal hearing before the Chief Environment Engineer on 16.04.2025 however no one from the industry attended the hearing. The matte was considered by the Competent Authority and another opportunity of personal hearing was given to industry before Chief Environmental Engineer on 16.07.2025. The representative from the industry attended the hearing on 16.07.2025, but he failed to give any satisfactory reply to the show cause notice and requested to give another date of hearing. 1. Thereafter the industry was given final opportunity of personal hearing on 24.07.2025, wherein it was decided as under: 2. The industry shall submit the complete record of production and sale of pyrolysis oil and other products for the last six months, duly signed and verified by the authorized signatory to the Environmental Engineer, Regional Office-1, Ludhiana, within 15 days. 3. The industry shall submit a detailed material balance sheet showing input quantities (such as tyre/waste input) and output quantities (such as pyro oil, gas, carbon black, steel, and other byproducts) along with logbooks and registers maintained at site within 7 days. 4. The industry shall submit point-wise compliance report of the Standard Operating Procedure (SOP) framed by the CPCB for pyrolysis plants, in annotated form, within 15 days. 5. The industry shall immediately complete its registration on the centralized Extended Producer Responsibility (EPR) portal of CPCB and submit compliance thereto, within 15 days. 6. Environmental Engineer, Regional Office-1, Ludhiana shall visit the industry to verify the contentions and documents submitted by the industry, check the on-ground operations, and submit detailed compliance report along-with recommendations with respect to the decisions as per time schedule allowed above. Thereafter the site of the industry was visited surprisingly by officers of the Board on 09.09.2025 & during visit, compliance of SOPs prescribed by MoEF / CPCB/ Punjab Pollution Control Board were checked. Based on the various observations of the team, it was decided to revoke the Consent to operate granted under the Water Act, 1974 and the Air Act, 1981 and to issue directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 for closure of unit and PSPCL Authority be directed to disconnect the power supply available to industry with immediate effect. The Consent to operate under the Water Act, 1974 and the Air Act, 1981 has been revoked. The Competent Authority of the Board, in exercise of the powers conferred upon it, issued directions for closure u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987, . In compliance of the directions the PSPCL authority disconnect the supply of electricity available to the industry vide TDCO no. 167/188 dated 02.01.2026. Now, the industry has applied for varied 'Consent to Operate' under the Water Act, 1974 and Air Act, 1981 with requisite documents with request to restore the electric connection. The industry was visited by the AEE Lovinder Singh Mann on 13.02.2026 During the visit, it was observed as under: 1. The industry was in operation during visit. The electric disconnection was confirmed. 2. The unit was earlier granted consents for production of Pyro Oil (Industrial Oil) @ 7140 Liter/day with by products as Carbon Ash @ 5600 Kgs/day & Scrap Steel Wire @ 2040 Kgs/day using waste tyre at 17 TPD. The unit has applied under same details. 4. The industry has installed 2 nos. full door reactors of capacities 10 TPD each. Each such reactor is provided with water scrubbers as APCD. 5. The industry has provided chimney on its flare room for the escaping of un- condensed gases. 6. The industry has installed one no. DG set of capacity 125 KVA, which is equipped with canopy and stack of adequate height. 7. The industry has installed ETP of capacity 10 KLD for treatment of waste water, which will be generated from condenser and water scrubber. The unit has provided water meter at ETP outlet. 8. Domestic effluent is being discharged onto land for plantation after passing through septic tank. 9. The industry has submitted building plans approved by Competent person under Factories Act, 1948. 10. The industry has already obtained SAC vide letter no. I/474305/2022 dated 13.12.2022 for Pyro Oil (Industrial Oil) @ 7,140 Ltr/day, Carbon Ash @ 5,600 Kgs/day and Scrap Steel Wire @ 2,040Kgs/day by using Waste Tyre @17ton/day as raw material. 12. The Compliance of SOPs of CPCB which have been adopted by PPCB vide SEE (HQ-2)/2023/29644-49 dated 25.08.2025, is attached. 1.0 The industry has submitted a detailed material balance sheet showing input quantities (such as tyre/waste input) and output quantities (such as pyro oil, gas, carbon black, steel, and other byproducts) through email and writing on 27.02.2026 from April 2025. 2.0 The unit currently doesn’t have EPR registration. Observations to the visit dated 09.09.2025 is as follows: 3. Currently quantity stored for Carbon black was quite less during the visit, unit has been advised to store the same in HDPE bags. 4. Industry has provided semi paved entrance up to its Batch reactor area from the plant entry which is around 80 meters length. 5. The Industry has installed new water meter at the ETP outlet. 6. The Industry has currently provided separate water scrubbers for its two batch reactors connected to common stack. The industry has now provided suction hoods over the reactors in line with SOP. 8. The detailed report of SOP compliance has been provided in the AEE note. In view of above mention facts, it is recommended that 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months for manufacturing of Pyro Oil (Industrial Oil) @ 7,140 Ltr/day, Carbon Ash @ 5,600 Kgs/day and Scrap Steel Wire @ 2,040 Kgs/day with general terms and conditions. Also, it is recommended that temporary restoration of electric connection may be issued for six months. Also, special condition may be imposed on the unit for that : 1.0 Industry will submit in writing to the regional office with in 15 days regarding installation of CCTV cameras pointing towards top of stack and tyre feeding area.2.0 The industry shall immediately complete its registration on the centralized Extended Producer Responsibility (EPR) portal of CPCB and submit compliance thereto, within 15 days.
