Previous Details:
It is submitted that earlier the industry was granted NOC/consent to establish vide no. CTE/Fresh/MLK/2023/21104011 dated 10.03.2023 valid upto 09.03.2024, for manufacturing of Card Board/Mix Board @ 5.0 MTD under small scale orange category unit by using Rice Straw @ 2.0 Metric Tonnes/Day, Jute Bags/Cow Dung @ 1.0 Metric Tonnes/Day, Paper mill ETP Sludge from Primary Clarifier @ 2.0 Metric Tonnes/Day as raw material.
Proposal:
Now, the industry has applied for obtaining consent to operate under the Water Act, 1974 under small scale red category for manufacturing of Card Board/Mix Board @ 5.0 MTD by using Rice Straw @ 2.0 Metric Tonnes/Day, Jute Bags/Cow Dung @ 1.0 Metric Tonnes/Day, Paper mill ETP Sludge from Primary Clarifier @ 2.0 Metric Tonnes/Day as raw material. (Type-115.2 Unbleached or Totally Chlorine Free (TCF) bleaching for manufacturing of chemical pulp, papers, and paperboards). The site of the industry falls in the revenue estate of village Hamirgarh, Tehsil Moonak & Distt Sangrur of land measuring 11 kanal 19 marla.
Proof of Commissioning:
The industry has submitted electricity bill as the proof of date of commissioning, as per which the connection date is 20.07.2023 and same is considered as proof of date of commissioning.
Fee details:
The industry has deposited consent fee of Rs. 41,000/- vide R. No. 943810506 dated 20.02.2026 (as NOC regularization fee is Rs. 3600/- and Other, as penalty fee is Rs. 21,600, as Consent fee is Rs.15300/- + application form fee is Rs.500) under the Water Act, 1974 against the value of total fixed assets of Rs. 31.65 lacs as per CA certificate dated 19.02.2026, which is adequate upto 31.06.2031 (after deducting penalty fee) under the Air Act, 1981 act.
Manufacturing Process Flow Chart:
The industry has submitted the process chart as under: Raw Material > Beater > Screen > Chest > Cylinder moulding machine > Sun Drying > Board layer squeezed in the press > packing final product.
Water Usage/treatment details:
The industry will consume 5.0 KLD of fresh water and thereafter 2.5 KLD of fresh water will be used as makeup water along with waste water generated from its process. There will no waste water generation & all the waste water generated from its process will be reused back into its process. The industry has provided 04no. settling tanks having size 3 mtr × 9 mtr × 2.5 mtr for recirculation of water The industry will use 2.5KLD of fresh water for domestic purpose. Only domestic effluent @1.8KLD will be generated, which will be discharged onto land for plantation after passing through septic tanks.
Lease Deed:
The industry has submitted registered lease deed executed on 15.12.2022, as per which the industry has taken land on lease for 10 years from 01.01.2023 to 31.12.2033.
Other Documents:
The industry has provided the site/location plan & building plan of the industry duly signed by the Er. Gurjinder Singh Empanelled Civil Engineer under the Factories Act, 1948 and land use certificate from DTP Sangrur vide no. DTP/(C) LPM 182 dated 31.01.2023.
Visit Details:
To verify the facts, the site was visited by Er. Ritakshi Dhariwal (JEE) on 02.03.2026 and it was observed as under: -
1. The site of the unit is located at Village Hamirgarh, Moonak Sangrur outside the limits of MC, Moonak.
2. During visit the industry was not in operation.
3. The industry has installed 01 no. beater, 01 no. screen , o1 no.of cylinder moulding machine, 01 no. press machine & 01no. cutting machine.
4. The industry has provided 04 no. settling tanks having size 3 mtr × 9 mtr × 2.5 mtr for recirculation of water. No trade effluent is being generated by the industry, only domestic effluent @1.8KLD is generated and same is discharged onto land for plantation after passing through septic tanks.
5. The industry has provided the storage room for the storage of the ETP Sludge to be provided from pulp & paper mills.
6. The industry has installed water meter at the fresh source water pipeline and has also installed water meter at pipeline for reusing the treated waste water back in the process.
7. The industry has shifted the 11kv line and now no electric line is passing over the premises of the industry.
8. The industry has not installed any boiler/ furnance & D.G set in its premises.
Keeping in view of above, it is recommended that the industry may be granted temporary consent to operate under the Water Act, 1974 for a period of six months i.e. upto 30/09/2026 only for obtaining registration-cum-passbook as required under Rules of the Hazardous Waste Management Rules,2016 for the utilization of the ETP sludge of pulp & paper industry within this period please with suitable conditions as per policy of the Board.
