Recommendations: It is intimated that the unit is small scale red category unit is located at C- Mehlon Link Road, Lakhowal, Kohara.
The industry was earlier applied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and same was withdrawn by the industry due to some incompletions in the application.
Now the industry has applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Bolt @ 10 MTD, Nut @ 3 MTD and washer @ 2 MTD by using Wire rod @ 10 MTD and Rounds @ 5 MTD.
The industry has filed an application, uploaded latest CA certificate, Rent deed, site plan location plan, manufacturing process, partnership deed, certificate of Director of Factories, Punjab Department of Labour vide file no. 220243732 dated 23.09.2023, Certificate of site suitability issued by STP bearing no. 736 dated 21.04.2022, proprietorship certificate, copy of agreement with CETP operator.
The industry has deposited Rs. 86400/- vide no. 593227295 dated 07.01.2026 under Water Act, 1974, Rs. 14400/- vide no. 593227295 dated 07.01.2026 as NOC regularization fee
Rs. 86400/- vide no. 33570266 dated 07.01.2026 under Air Act, 1981, As per the CA certificate the applicable fee is Rs. 14400 per annum, the industry has deposited consent fee for 6 years. After deducting the penalty fee of 50%. The adequacy of fee deposited is upto 06.01.2031.
The industry was earlier visited by Er. Durgesh Singh, JEE on 20.01.2026 and observed that:
1. The industry was in operation during the visit.
2. The manufacturing is as under:-
RAW MATERIAL (M.S. BARS & WIRE) - CLEANING WITH WATER AND LIME - DRAWING OF BARS & WIRE - STRAIGHTENING OF BARS & WIRE - CUTTING BY POWER PRESS - HOT/COLD FORGING - HEADER, TRIMMING, ROLLING - HEAT TREATMENT - SHOT BLASTING - HOT DIP BY GALVANISING PLANT - FINISHED PRODUCTS READY - SALES/ SUPPLY.
3. The industry has made an valid agreement with M/s JBR Technologies Ltd., Ludhiana for disposal of its trade effluent @ 10000 ltr/month dated 03.02.2026.
4. The industry has installed water meter on the pipeline for conveyance of fresh water to be used in wet process.
5. Earlier the industry used to treat the trade effluent through ETP and reused it in the process. Now the industry has entered into agreement with JBR technologies for lifting of its trade effluent @ 0.4 KLD.
6. The trade effluent generated from the process @ 0.4 KLD if lifted by M/s CETP operator.
7. The industry is maintaining the record of fresh water consumption viz-a-viz trade effluent lifted by CETP operator.
8. As per record furnished, opening balance= 500 litres, Total water consumption in months of Feb, 2026= 10000, Trade effluent generated @ 9000 Litres. After considering total evaporation losses @ 10%, record pertaining to fresh water consumption and trade effluent lifted are in consonance.
9. The industry has provided two storage tank for collection of the effluent, of total capacity @ 20000 Litres.
10. Domestic effluent @ 2.0 KLD will be discharged into sewer.
11. The industry has installed 2 lathe machine, 3 drilling machines, 3 nos. power presses, 2 nos. nut former machines, 1 press machine, 3 nos. nut threading machines, bar reducing machine, wire straighter, 1 no. shot blast machine, 1 dryer.
12. The industry has installed 1 Hot dip furnace, 2 nos. forging furnace, 2 nos. heat treatment furnaces with water sprinkling system use as APCD and PNG use as fuel.
13. The industry is complying under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above it is recommended that case may be sent to the Competent Authority for consideration of grant of 'Consent to operate under the provisions of Water Act, 1974 & Air Act, 1981 for 30.06.2030 with suitable conditions please.
