File Note: A. The project is a small-scale residential colony falling under orange category. B. The project proponent has applied for consent to establish/NOC under the provisions of the Water Act, 1974 and Air Act, 1981 for resident colony in an area 63.316 acres (residential plots 418 Number, SCOs @ 11 number, EWS having area 3.244 areas, School site having area 2.517 area, Community centre having area 0.9 acre, Dispensary having area 0.52 acres) and for domestic effluent @ 846 KLD (Out of domestic effluent @ 846 KLD, DE @ 369 KLD utilized/reuse in flushing purpose and remaining DE @ 477 KLD will be disposed off onto 4.644 acres of land reserved under Karnal Technology (3.244 acres of EWS Site + partly 1.4 acres of land under School Site) as a time gap arrangement; till the project gets connected to GLADA. C. The project proponent has deposited consent fee of amounting to Rs. 56900/- vide R.no. HDFCN52026012843203300 dated 28.01.2026 as NOC fee, which is adequate upto one year against the gross fixed assets of Rs. 46.5 cr. as per project report submitted by the project proponent. D. The project proponent has submitted revised layout plan vide no. 1760/STP(L)/LA-23 dated 10.11.2025 approved by Senior Town Planner, Ludhiana. E. As per the application form the industry will be installed 01 no. D.G. set of capacity 500 KVA with canopy and adequate stack height. F. As per feasibility report, the industry will be consumed 1058 KLD of fresh water which will be met through borewell. Total 846 KLD waste water will be generated which will be treated through STP of capacity 1000 KLD based on MBBR Technology. Out of domestic effluent @ 846 KLD, DE @ 369 KLD utilized/reuse in flushing purpose and remaining DE @ 477 KLD will be disposed off onto 4.644 acres of land reserved under Karnal Technology (3.244 acres of EWS Site + partly 1.4 acres of land under School Site) as a time gap arrangement; till the project gets connected to GLADA. G. It is further intimated that the project was granted Environmental Clearance for Residential colony Project namely “Living by Goldust” by M/s Goldust Infra located at Malerkotla Road, Village Sarinh, Hadbast No. 270, Tehsil & District Ludhiana, Punjab for total land area @ 64.87 acres or 262539.8 sqm, Built-up area @ 146603.143 sqm. The Environmental Clearance is granted for 395 Residential Plots, 30 SCO’s, EWS site 3.244 acres, School Site 2.517 acres and Community Center 0.9 acres and discharge of waste water of 807 KLD will be treated in proposed STP of 1 MLD capacity based on MBR Technology. Treated water will be utilized for landscaping & flushing within the project and excess will be disposed off onto 4.644 acres of land reserved under Karnal Technology (3.244 acres of EWS Site + partly 1.4 acres of land under School Site) as a time gap arrangement; till the project gets connected to GLADA sewer. H. Thereafter, the project proponent has applied for expansion of Environmental Clearance for Residential cum Commercial colony Project namely “Living by Goldust” by M/s Goldust Infra located at Malerkotla Road, Village Sarinh, Hadbast No. 270, Tehsil & District Ludhiana, Punjab for total land area @ 63.316 acres or 256230.8 sqm, Built-up area @ 284602.46 sqm for 418 Residential Plots (additional plots 23), 11 SCO’s (reduction of 19 SCOs), EWS site 3.244 acres, School Site 2.517 acres, Community Center 0.9 acres, Dispensary 0.52 acres and discharge of waste water of 846 KLD will be treated in proposed STP of 1 MLD capacity based on MBR Technology, which is under process. I. Now, the site of the project was visited by the Er. Manraj Singh Randhawa, AEE of this office on 03.03.2026 and it was observed as under: - 1. The project proponent has constructed boundary wall and 3-4 houses have been constructed. 2. No rice sheller/ stone crusher/ hot mix plant/ cement grinding unit exist within 500 m from the proposed site. 3. There is no jaggery, exist within 100 m of the site. 4. There is no drain passing within or adjoining the site. 5. There is no common bio-medical treatment facility within 500 m. 6. There is no eco sensitive area within 500 m. 7. There is no MAH industry existing within 250 m. 8. There is petrol pump outlet exist on the proposed site within 100 m radius. 9. There were 02 Brick Kilns near the site of the project. One at the entry of the project site was shut down permanently for more than 8 years and another one no. Brick Kiln located at a distance of more than 300 mtr from the proposed boundary of the BKO. The distance has been measured using Google Earth. The BKO that can be seen from the backside of project "Living by Goldust" is M/s National Bricks Co., Village Sarinh, Ludhiana and has valid consent upto 19.08.2026 10. The project proponent has not conformed to the site criteria laid by the Board. In view of above, it is recommended that the consent to establish/NOC under the provisions of the Water Act, 1974 and Air Act, 1981 may be refused. Competency: CEE
