Earlier History Under Air Act, 1981
The BKO falls under the orange category. The brick kiln was earlier granted 'Consent to Operate' under Air (Prevention & Control of Pollution) Act, vide no. CTOA/Renewal/LDH1/2020/12864568 dated 16.07.2020 valid upto 30.09.2029 for manufacturing of Bricks & Tiles @ 30000 Nmber/day.
Thereafter the stack emission sample was collected on 20.011.2023 and as per analysis report SPM is reported as 340 mg/Nm3, which is beyond the prescribed standards of 250 mg/Nm3. The report sent to Competent authority through E noting no. 24354544 and the action is under process.
Now present under Water Act, 1974
Now the brick kiln has applied fresh of 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1976 for manufacturing of Bricks & Tiles @ 30000 Nmber/Day.
1. The Brick Kiln is an existing unit Since Feb, 2011.
2. The kiln has provided induced draft technology with Zig-Zag firing.
3. Earlier record shows that the brick kiln has submitted completion certificate issued by CSIR-CBRI, Roorkee dated 26.01.2020.
4. The brick kiln has submitted DTP, Ludhiana letter no. 652 dated 12.03.2015 as per which the subject cited brick kiln is allowed to continue operation at the existing location till the Master Plan, Ludhiana, (2007-2031).
5. As per the CA certificate the total cost of the project is 23.53 lac. The subject cited brick kiln has deposited adequate consent fee i.e. Rs. 38246/-under Water Act, 1974 vide R.no. 661194006 (Rs. 18500/-) and vide r no. 504143454 (14400/-) dated 21.11.2023 and 02.12.2025 same is valid up to 31.12.2029.
To verify the application the unit was visited by the officer of this on 05.02.2026 and it was observed as under:-
1. The Brick Kiln was in operation and was using pulverized coal as fuel in its operations.
2. There is only generation of domestic effluent @ 1 KLD and same is discharged onto land for plantation after septic tank.
3. The BKO has provided the display board in compliance to Hon’ble National Green Tribunal (NGT) order dated 25.02.2025 in OA no. 359/2022 in the matter of Rafhat Naeem Siddiqui Vs state of UP & Ors.
4. The Brick Kiln is complying with the Code of Practice Prescribed for Brick Kilns.
Keeping in view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to Brick Kiln upto 30.09.2029 with usual conditions and special conditions that:-
1. The BKO will comply with all the code of practice prescribed by the Board for Brick kilns all times.
