It is submitted that the unit is a Large scale Cement grinding unit and the same was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/BTI/2021/15371620 and under Air Act, 1981 vide no. CTOA/Renewal/BTI/2021/15363982 both dated 25.06.2021, both having validity upto 31.03.2026 for production of Pozolana Portland Cement (Fly Ash Based) @ 6500 TPD under red category.
Earlier the industry was visited by Er. Ravinder Bhatti, SEE (ZB), Er. Daljeet Singh, EE and Er. Bhisham, AEE from RO, Bathinda on 23.12.2025 and during visit, team collected emission samples from the port holes of stacks after APCDs attached with Ball mill, roller press, packaging area 1 and packaging area 2. As per analysis report the concentration of SPM from above sections were found as 22 mg/Nm3, 18 mg/Nm3, 17 mg/Nm3 and 21 mg/Nm3 , respectively. The results were found within the limits prescribed by the Board.
Visiting team also collected effluent sample from the outlet of STP installed by the industry and as per sample analysis report concentration of various parameters were found as, pH-8.7, TSS-10 mg/l, TDS-1007 mg/l, COD-40 mg/l, BOD-10 mg/l and O&G-BDL, which is within the limits prescribed by the Board.
Now, the industry has applied for renewal of Consent to Operate under Water Act, 1974 and under Air Act, 1981 for production of Pozolana Portland Cement (Fly Ash Based) @ 6500 TPD under orange category because the category of the industry has been changed form red to orange as per new categorization of CPCB.
The industry has deposited consent fee of Rs. 432000/- vide R.No. 236017914 dt. 12.02.2026 under the Water Act, 1974 and Rs. 432000/- vide R.No. 437948265 dt. 12.02.2026 under Air Act, 1981, , which is adequate upto 31.03.2029.
The industry was visited by Er. Bhisham, AEE on 02.03.2026 and it was observed as under: -
1. The industry was in operation for the manufacturing of cement by using clinker, Gypsum, Fly Ash/Pond Ash and Limestone as raw material.
2. The industry is having 3 no. storages i.e., clinker storage, gypsum storage and fly ash storage from where raw material is feeded to hoper through enclosed conveyors.
3. The industry has installed bag filter house at transfer points on the conveyor carrying gypsum clinker and fly ash separately along with arrangement of sampling.
4. The industry has installed one ball mill for the grinding of clinkers and has provided bag house filter as APCD with the same along with stack of adequate height and sampling arrangements.
5. The industry has installed two packing sections having separate bag house filters in each section along with separate stacks of adequate height and sampling arrangement.
6. The industry is not generating any trade effluent from its process and it has installed STP for the treatment of domestic effluent, which consist of Collection Tank, 02 FAB Reactors, Tube Settler, filters, Discharge for the treatment of domestic effluent. Domestic effluent was being discharge onto land for plantation provided inside the industry.
7. The industry is complying with the provisions of Water Act, 1974 and Air Act, 1981.
Keeping in view of above, it is recommended that the consents to operate granted to the industry under the Water Act, 1974 & Air Act, 1981 may be renewed for further period upto 31.03.2029 , subject to the suitable conditions.
