A. The project is a small-scale residential colony falling under orange category.
B. Earlier, the project proponent was granted consent to establish/NOC under the Water Act, 1974 and Air Act, 1981 vide no. CTE/Fresh/LDH4/2022/19239772 dated 06.08.2022, which was valid upto 05.08.2023 for residential colony in an area 23.847 acre (Residential Plots @ 153 no., Club @ 1 no. and School @ 1 no.) and for domestic effluent @ 138 KLD (Out of domestic effluent @ 138 KLD, DE @ 40 KLD utilized/reuse in flushing and remaining DE @ 98 KLD onto land for plantation in 4 acres (Parks, Green Strips, Burms etc.) with suitable and special conditions mentioned therein.
C. Now, the project proponent has applied for fresh consent to operate under the Water Act, 1974 though OCMMS for residential colony in an area 23.847 acre (Residential Plots @ 178 number) and for discharge of domestic effluent @ 150 KLD Onto land for plantation after STP in an area 7209 Sq. yard.
D. The project proponent has deposited consent fee of amounting to Rs. 126500/- vide R.no. 549247539 dated 29.09.2025 under the Water Act, 1974, which is adequate upto 05.08.2027 against the gross fixed assets of Rs. 748.96 lakhs as per CA certificate dated 01.10.2025.
E. The project proponent has submitted C.L.U. for residential colony for land measuring 23.847 acre issued by Senior Town Planner memo no. 548 dated 24.03.2022.
F. The project proponent has submitted revised layout plan vide no. 1442/STP(L)/LA-23 dated 03.09.2025 approved by Senior Town Planner, Ludhiana.
G. Now, the project was visited on 03.03.2026 and it was observed as under: -
1. The project proponent has constructed boundary wall and 3-4 houses have been constructed.
2. The project proponent is a residential colony consisting of 178 plots.
3. The project proponent has installed STP of capacity 200 KLD for treatment of domestic effluent and was in operation during the visit.
4. The project proponent has submitted completion certificate of the STP.
5. The project proponent has developed plantation area as per karnal technology in an area 3.63 acre, which is principally adequate.
6. The project proponent has installed mechanical bio composter for managing solid waste.
7. The project proponent is complying with the provisions of the Water Act, 1974.
In view of above, it is recommended that the fresh consent to operate under the Water Act, 1974 may be granted to the project proponent upto 30.06.2027 with suitable condition as per policy of the Board.
