File Note: 1. It is submitted that the industry the industry is a small-scale green category unit and engaged in the manufacturing of PVC Panels @ 10,000 Nos. by using PVC Resin@ 6800 Kgs/day, calcium carbonate@ 6000 Kgs/day and others @ 2000 Kgs/day as raw material 2. The industry has been granted 'Consents to Establish' under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981, vide certificate no. CTE/Fresh/BAR/2025/27881118 on dated 21.02.2025 with validity upto 20.02.2026 for the manufacturing of PVC Panels @ 7000 Nos. by using PVC Resin@ 4800 Kgs/day, calcium @ 5400 Kgs/day and others @ 1800 Kgs/day as raw material 3. Thereafter, a complaint was received through the PGRS portal regarding pollution allegedly caused by the industry. To verify the facts of the complaint, the unit was inspected by the officer of this office on 02.02.2026. During inspection, it was observed that the industry was operating without obtaining Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. Accordingly, a Show Cause Notice was issued to the industry vide this office letter No. 2914 dated 03.02.2026. In response, the industry submitted its written point-wise reply on 16.02.2026, stating that it is in the process of applying for Consent to Operate from the Board and has stopped burning any type of waste within the premises. 4. Now, the industry has applied for fresh 'Consents to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981, vide application no. 31310017 and 31309324 on 25.02.2026 for the manufacturing of PVC Panels @ 10,000 Nos. by using PVC Resin@ 6800 Kgs/day, calcium @ 6000 Kgs/day and others @ 2000 Kgs/day as raw material. 5. It has been observed that the industry has increased its production capacity of PVC panels from 7,000 Nos. per day (as per CTE details)to 10,000 Nos. per day (as per the CTO). Correspondingly, the consumption of raw materials has also increased, wherein PVC resin has increased from 4,800 kg/day to 6,800 kg/day, calcium from 5,400 kg/day to 6,000 kg/day, and other materials from 1,800 kg/day to 2,000 kg/day. 6. The industry has deposited CTO fee under the Water (Prevention & Control of Pollution) Act, 1974 amounting to Rs. 54,000/- vide receipt No. 783034017, and under the Air (Prevention & Control of Pollution) Act, 1981 amounting to Rs. 54,000/- vide receipt No. 706543261, both dated 25.02.2026.The fee deposited is adequate up to 22.07.2029; after deducting NOC regularization fees and applicable penalty, considering date of commissioning as 23/07/2025 as per date of electricity connection mentioned in electricity Bill submitted by the industry against the gross value of fixed assets of Rs. 616.819 lacs. 7. The industry has submitted CA Certificate for gross fixed asset value of 616.819 lakhs as on dated 17.02.2026; Compliance report of earlier granted CTE in annotated form; Electricity consumption bill as proof of date of commissioning; site plan of industry approved by chartered Engineer; manufacturing details of industry including installed machinery; DTP(P&R) Barnala report dated:29.01.2025; land registration copy. To process the application, the industry was visited by undersigned AEE and JEE(os) of this office on 02.03.2026 and it was observed as under: 1. The industry was found in operation and engaged in the manufacturing of PVC Panels using PVC wall panel production lines, PVC corner panels, and fluted panel production lines. 2. The unit comprises 08 PVC moulding lines equipped with extruders, vacuum cooling platforms, haul-off machines, cutting machines, stackers, PVC moulds (including moulds for fluted panels), a PVC pulverizer, an online lamination unit, and a hot stamping machine. 3. The industry has provided a cyclone in the raw material storage/mixing section to capture dust particles generated during handling and mixing operations. 4. However, dust emissions were observed inside the PVC pulverizer and crusher section and escaping outside shed despite the installation of a bag dust collector, indicating inadequate and ineffective dust control measures. 5. No water is consumed in the manufacturing process except for cooling purposes, which is being recirculated. No trade effluent is generated from the manufacturing activity. 6. Domestic wastewater is disposed off onto agricultural land outside the premises after treatment through a septic tank. The industry has also entered into an agreement with a farmer for disposal of treated domestic wastewater for agricultural purposes. However, the industry is not utilizing treated domestic effluent onto land for plantation that has been carried out within premises along the boundary wall. 7. The project proponent has installed a DG set of capacity 480 KVA, provided with an acoustic enclosure and adequate stack height. Keeping in view of the above, it is recommended that: Show cause notice for refusal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air Act,1981 may be issued to the industry after affording an opportunity of personal hearing due to aforesaid violations.
