File Note: It is submitted that the subject cited industry is a cattle feed manufacturing unit and is operating its unit without obtaining NOC/Consent to Operate of the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. Accordingly, the industry was issued show cause notice for violating the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 alongwith an opportunity of personal hearing before the Senior Environmental Engineer, ZP-I on 07.01.2026, wherein, it was decided as under: 1. The project proponent shall deposit a bank guarantee amounting to Rs. 1.0 lac as an assurance to comply with the environmental laws, within 7 days in Regional Office, Patiala 2. The project proponent shall immediately provide septic tank at the site for the waste water being generated from the unit 3. The industry shall comply with the provisions of the Water Act, 1974, the Air Act. 1981 and Environment (Protection) Act, 1986, at all times. 4. The project proponent shall apply for obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981 within one month, alongwith all the requisite documents. 5. The Environmental Engineer, Regional Office. Patiala shall visit the site of the project after one month, check the compliance of the environmental norms and send further report/ recommendations in the matter. Now, Applied for: Fresh Consents in compliance to the hearing decision no. 4 Type of Industry/Category/ Scale Cattle Feed/Orange/ Small Raw Material Binola @ 2 TPD, Binola Chilka @ 3 TPD, Rice Polish @ 1.5 TPD, DRB @ 2 TPD, MDOC @ 1 TPD, Sarso @ 2 TPD and GNC @ 1 TPD Products Cattle Feed (Binola Khal) @ 13.5 TPD Fee Detail: CA Certificate Rs. 47.28 lacs Plant & Machinery Rs. 9.98 lacs Fee deposited under the Water Act, 1974 Rs. 78,688/- vide online R. No. 37870963 dated 17.02.2026 Fee deposited under the Air Act, 1981 Rs. 81,588/- vide online R. No. 384794082 dated 17.02.2026 Date of Commissioning 13.03.2000 as date of electric connection Adequacy under the both Acts 31.10.2026 after adjusting Rs. 2900/- as NOC regularization fee and deducting 800% penalty under the both Acts as per office order dated 29.10.2018. Bank Guarantee: In compliance to the decision no. 1, the industry has deposited the bank guarantee amounting to Rs. 1.0 lacs vide no. 0293IGF261131579 dated 12.02.2026, which is valid upto 11.02.2027. Land Documents: The industry has submitted the copy of 02 no. registries executed in the name of M/s Himanshu Feeds Private Limited of total land area 0.54 acre falls in the revenue estate of Village Khandoli, Tehsil Rajpura, District Patiala. The industry has also submitted the consent of another directors of M/s Himanshu Feeds Private Limited, wherein, it has mentioned that they have no objection to the operation of M/s Himanshu Feed at the said land by Sh. Om Parkash, Proprietor (who is also a Director of M/s Himanshu Feeds Private Limited). Site Suitability: The industry has submitted the No Objection Certificate issued vide no. 72 dated 06.02.2026 by the Executive Officer, Municipal Council, Rajpura, vide which, the MC has no objection regarding operation of cattle feed unit in the name of M/s Himanshu Feed. Building Plan: The industry has submitted the building plan approved by Er. Adarsh Vir Gupta, Competent Person approved by Director of Factories, Punjab. Completion Certificate of APCD: The industry has submitted the completion certificate of Air Pollution Control Device (APCD) i.e. Multi Cyclone Separator installed with wood-based fire boiler of capacity 0.125 TPH issued by M/s Sudarshan Engineering Works, Ludhiana. PWRDA Permission: The industry has mentioned ground water extraction @ 1.3 KLD. Considering 30 working days in a month, the ground water extraction becomes 39 KL/month. Therefore, the industry is not required to obtain permission for abstraction of ground water from PWRDA. Visit: To verify the contents of the application, the industry was visited by Er. Ravi Kumar, JEE on 03.03.2026 and Sh. Om Arora, Proprietor was contacted. During visit, it was observed as under: 1. The industry was in operation. 2. The industry has provided 01 no. grinder machine, 01 no. mixer machine and 02 no. expellers. 3. The industry has installed 1 no. baby boiler of capacity 0.125 TPH and wood is being used as fuel. The industry has provided Multi Cyclone Separator as APCD to control the emissions. 4. The industry has not installed any D.G. set. 5. The industry has installed 01 no. submersible pump for abstraction of fresh water and it has provided water meter on the same. The representative was advised to maintain the record of daily ground water abstraction. 6. No water is used in the process, so no trade effluent is being generated. 7. The domestic effluent is being discharged onto planation after treated through septic tanks. From above, it is clear that the industry is complying with the decisions of the personal hearing dated 07.01.2026 as well as with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. Recommendations: In view of the facts mentioned above, if approved, it is recommended that the fresh consent to operate under provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Cattle Feed (Binola Khal) @ 13.5 TPD may be granted upto 30.09.2026 subject to the general conditions and additional conditions as under: 1. The industry shall carry out the stack emission sampling from Board’s lab within 01 month. 2. The industry will operate & maintain its air pollution control device (APCD), regularly and efficiently, so as to achieve the stack emission standards, consistently as prescribed by the Board/ MoEF&CC as amended from time to time. 3. The industry shall ensure that no black smoke should be emitted from the stack of the industry at any time. 4. The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future. 5. The industry shall not generate and discharge any kind of trade effluent and shall not start wet process in its premises without prior written permission of the Board. 6. The industry shall only discharge only domestic effluent onto land for plantation within its premises, after passing through septic tank. 7. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic. 8. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 9. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 10. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry. Competency- SEE
