File Note: In view of report of RO , if approved ,it is recommended that the NOC for expansion may be granted to project proponent up to 30.09.26 with following special conditions that 1. The Consent to Establish (NOC) is granted for development of a commercial colony 99 no. Commercial Shops & 12 no. Booths as per the approved layout. In case any document submitted by the project proponent is found to be forged, incorrect or misleading, the Consent to Establish granted shall be deemed cancelled and the Board shall not be responsible for any expenditure incurred by the project proponent. 2. The project proponent shall establish commercial shops as proposed and shall not alter the approved layout plan, number of shops, land use or project configuration without prior approval of the Board. 3. The project proponent shall install and commission a Sewage Treatment Plant (STP) of adequate capacity as proposed prior to occupation, allotment, registration or operation of any shop or part of the project and shall ensure its continuous and efficient operation to achieve prescribed discharge standards at all times. 4. The internal sewerage network shall be fully laid, tested and connected to a functional and operational Sewage Treatment Plant prior to occupancy of any shop or unit. 5. The project proponent shall ensure reuse of treated wastewater within the project premises through dual plumbing system for flushing purposes and for plantation/green area development. Fresh water shall not be used for green belt or plantation within the project premises. 6. The project proponent shall utilize approximately 55.5 KLD treated wastewater for flushing and the remaining treated wastewater i.e. 15 KLD for plantation as per Karnal Technology and shall ensure that no treated or untreated wastewater is discharged outside the premises without prior approval of the Board. 7. The project proponent shall not abstract or utilize groundwater for any purpose without obtaining prior permission or NOC from the Punjab Water Regulation and Development Authority (PWRDA) or any other competent authority, as applicable from time to time. 8. The project proponent shall install electromagnetic flow meters at fresh water inlet, STP inlet, STP outlet and treated water reuse line. Monthly records regarding water consumption, wastewater generation and reuse of treated effluent shall be maintained and produced to the Board as and when required. 9. The total built-up area (FAR basis) of the project shall remain below 20,000 sq. metres. In case the builtup area exceeds the threshold prescribed under the EIA Notification dated 14.09.2006, as amended from time to time, prior Environmental Clearance shall be obtained before undertaking further construction activities. 9. The project proponent shall obtain Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 from the Punjab Pollution Control Board prior to occupation or operation of the project or any part thereof. 10. The project proponent shall provide adequate sampling arrangements and monitoring facilities at the outlet of the Sewage Treatment Plant and shall comply with directions issued by CPCB/PPCB regarding installation of online monitoring systems, wherever made applicable. 11. . Municipal solid waste generated from the project shall be managed in an environmentally sound manner in compliance with the Solid Waste Management Rules, 2016 and applicable provisions relating to bulk waste generators under the Solid Waste Management Rules, 2026 (effective from 01.04.2026). The project proponent shall install in-house composting/vermi-composting facility for management of biodegradable waste and no waste shall be thrown, burnt or buried in open areas, outside the premises or into drains or water bodies. 12. The project proponent shall undertake Corporate Environmental Responsibility (CER) activities including environmental awareness programmes and promotion of environmentally sustainable practices within the project premises. 13. The project proponent shall ensure strict prohibition on use of single-use plastic and thermocol disposable items such as water bottles, pouches, cups, plates, forks, spoons, straws and decorative materials made of plastic, thermocol or any other nonbiodegradable material within the project premises. 14. This Consent to Establish /NOC for expansion is issued from pollution control angle only. The project proponent shall obtain all other statutory approvals and clearances from the concerned departments as required under applicable . CC SEE
