File Note: It is submitted that the industry was earlier issued Show Cause Notice for refusal of Consent to Operate under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and was afforded an opportunity of personal hearing before the SEE (B). During the hearing, directions were issued to the industry to remove the soakage pit, construct a septic tank of adequate capacity and provide adequate plantation for disposal of treated domestic effluent. In compliance thereof, the unit was inspected by AEE on 09.02.2026. As per the inspection report and subsequent clarification furnished by the Regional Office, Sri Muktsar Sahib: • The soakage pit has been removed and no such pit was found at site. • A septic tank (approx. dimensions 2.0 m × 1.0 m × 1.5 m) has been constructed. • Treated domestic effluent is being discharged into plantation area measuring approximately 0.25 kanal through furrows. • The total domestic effluent generation has been assessed at 1.5 KLD (maximum potential), considering labour strength and water consumption norms. • The Environmental Engineer has recommended grant of Consent to Operate under the provisions of the Water Act, 1974. The essential directions issued during personal hearing have thus been complied with. The Regional Office has recommended grant of CTO. In view of the above, if approved, varied Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 may be granted to the industry up to 30.09.2029, subject to usual terms & conditions and the following special conditions: 1. The industry shall ensure that no untreated domestic effluent is discharged outside the premises under any circumstances. 2. The septic tank shall be properly maintained and desludged periodically, and sludge shall be disposed of in an environmentally sound manner. 3. The treated domestic effluent shall be disposed of only onto the earmarked plantation area within the premises and not beyond. 4. The industry shall maintain the plantation area in healthy condition and ensure adequate vegetation for effective absorption of treated effluent. 5. The industry shall not increase labour strength or domestic water consumption, thereby increasing effluent generation, without prior approval of the Board. CC SEE
