It is submitted that the Project Proponent (PP) has applied for obtaining Consent to Establish (NOC) for setting up a unit for manufacturing of mix board/paper board/mill board @ 3 TPD by using paddy straw, mix board scrap, scrap gunny bags and paper mill ETP sludge @ 4 TPD, falling under Red Category.
1. Documents Submitted
The PP has submitted the following documents:
1. Project Report indicating total project cost of Rs. 49.26 Lakhs.
NOC fee of Rs. 4,100/- (including Rs. 500/- application fee) deposited vide Receipt No. 226718724 dated 06.02.2026, which is adequate for one year.
2. CLU Approval vide No. 106 STP(B)/INDBP-M dated 07.01.2026 granted by Senior Town Planner.
o Site falls in Notified LPA Bareta.
o Permission granted for Change of Land Use from Agricultural to Industrial (Gatta Factory – excluding paper/pulp manufacturing and without using boilers).
3. Tehsildar Report, confirming:
o Tehsildar certificate satisfies that the yes the site is located more than 500 meters from the village red line, Phirni, Wildlife Sanctuary, Zoo, Residential Estate (15 pucca house ), Educational Institution, Historical, Religious Place and Protected Monument
o No residential zone within 500 m.
o No National Highway within 100 m.
o No State Highway within 50 m.
o No river/lake/water source within 100 m.
o Village road/pagdandi at 10–15 m.
4. Rent Deed vide E-stamp No. IN-PB92035081895700X dated 13.11.2025 for land measuring 4 Kanals bearing Khasra No. 37//18min(2-14), 19/1min(0-9), 19/2(0-17), Village Mander.
5. Udyam Registration Certificate No. UDYAM-PB-13-0030693.
6. Feasibility Report, as per which:
o 20 KLD water will be used in process (recirculated through 3 settling tanks).
o 5 KLD makeup water for evaporation losses.
o No industrial wastewater discharge proposed.
o 2 KLD domestic effluent from labour quarters (4–6 persons) to be treated through septic tank and disposed on land for plantation.
o No boiler, furnace or DG set proposed.
2. Inspection Report
The site was inspected on 23.02.2026 and the following was observed:
• Site located at Kulrian Road, Village Mander, Tehsil Budhlada, District Mansa.
• Boundary wall constructed.
• No manufacturing activity commenced.
• No additional construction in progress.
3. Technical Examination
• The proposed activity does not involve paper/pulp manufacturing and no boiler is proposed, which is in line with CLU conditions.
• No industrial effluent discharge is proposed; process water is fully recirculated.
• Domestic effluent treatment through septic tank is proposed.
• No major air pollution source is proposed; however, fugitive dust emissions may arise from handling of raw materials, which can be controlled through proper housekeeping and water sprinkling.
• The site complies with Board siting guidelines as per Tehsildar report.
Thus, the proposal is found technically feasible and compliant with provisions of the Water Act, 1974 and Air Act, 1981 at establishment stage.
4. Recommendation
In view of the above facts and inspection report of RO , it is recommended that Consent to Establish (NOC) may be granted to the PP for establishment of the unit at Village Mander, Tehsil Budhlada, District Mansa for one year , subject to the following specific conditions in addition to special conditions:
1. The NOC is granted for establishment on land measuring 4 Kanals bearing Khasra No. 37//18min(2-14), 19/1min(0-9), 19/2(0-17).
2. The industry will ensure compliance of standard operating procedures prescribed by CPCB for utilization of hazardous waste of category 32.3 i.e. primary ETP sludge of pulp and paper mill.
3. The industry shall obtain Consent to Operate under the Water Act, 1974 and Air Act, 1981 before commencing production.
4. The industry shall ensure complete recirculation of process water and shall not discharge any untreated effluent outside its premises.
5. Adequate dust control measures shall be adopted during storage and handling of raw materials.
6. The industry shall not install any boiler, furnace, or DG set without prior permission of the Board.
7. The industry shall develop adequate green belt along the boundary.
8. The industry shall not enhance production capacity or change product mix without prior written permission of the Board.
9. The industry shall obtain valid Authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 from the Board prior to commencement of production, if applicable, and shall comply with all provisions of the said Rules.
10. The industry shall obtain and maintain a valid Passbook from the Board for procurement and utilization of paper mill ETP sludge and shall ensure that the sludge is procured only from authorized sources, proper records of quantity received and utilized are maintained, and no storage, handling or disposal is carried out in violation of prescribed norms.
Competency
The project cost is Rs. 49.26 Lakhs and the case falls unde small Red Category As per delegation of powers, the matter is within the competency of Senior Environmental Engineer.
