The point wise reply as under
The industry has not obtained CTE for expansion for this increased capacity and additional reactor at the site .
The industry has installed only two existing reactors and they have not installed the proposed additional 3rd reactor at the site.
Keeping in the view of above, it is recommended that
1. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 may be dropped and the industry may be allowed to open the seals of reactors and D.G. set.
2. Directions may be issued to PSPCL for restoration of electric connection for six months.
3. Consent to Operate granted under the Water Act, 1974 and Air Act, 1981 may be granted for six months for manufacturing of Pyro Oil @ 4 MT/Day, Steel Wires @ 1 MT/Day, Non-condensable Gases @ 0.810 MT/Day, Carbon Black @ 3.798 MT/Day by using Waste Tyre @ 10 MT/Day as raw material with suitable condition as per policy of the Board and special condition that the industry shall comply with the SOPs all the time and submit the analysis report of air emission sample from Board, within one month.
