File Note: RO has reported that the Project Proponent has applied for obtaining consent to establish (NOC) for establishment of Commercial complex (Commercial SCOs @ 16 nos.) in an area @ 0.768 Acres land in revenue estate of Village-Awankha, HB No. 286, Tehsil-Dinanagar, District-Gurdaspur through online along with requisite documents and fee under Green Category considering total discharge of domestic effluent less than 50 KLD. The Project Proponent has deposited Rs. 3400/- vide online UTR No. 393336194 dated 12/02/2026 including Rs. 500/- as application fee, which is adequate upto one-year period. The Project Proponent has submitted copy of License obtained under Punjab Apartment and Property Regulating Act, 1995 (PAPRA Act) issued by the Office of the Competent Authority - cum - Additional Deputy Commissioner (G), Gurdaspur vide letter no. 1574 dated 25/08/2025 for Developing a commercial complex at Village-Awankha, HB No. 286, Khasra No. 142//12/2 (2-2), 142//19 (3-16), 142//20 (0-5) total area of complex 3720.75 sq. yards (0.768 Acres) named “Shri Chander Complex” Dinanagar, District-Gurdaspur. The Project Proponent has also submitted copy of approved layout plan issued from the Competent Authority-cum- Additional Deputy Commissioner (G), Gurdaspur vide no. PB/LOUT/GUR/DINAN/1144 dated 23 /07/2025. As per layout plan submitted total area of the site is 3111 Sq. Meters out of which total area for construction of SCOs @ 1399.62 Sq. Meters and rest will be reserved for parking & open space. Therefore, the project is not covered under the purview of EIA Notification, 2006 for obtaining Environmental/Site Clearance under said notification. The site plan has approved through the Executive Officer, Municipal Council, Dinanagar which revels that the site of the proposed project fall within the MC, limit of Municipal Council, Dinanagar. The Project Proponent has submitted copy of feasibility report of regarding treatment of wastewater @ 20 KLD which will be generated from the commercial project and same will be disposed into a common STP of capacity @ 150 KLD proposed at adjoining residential complex namely M/s Shri Chandar Enclave (Phase-I) & effluent will be discharged into MC, Sewer after treatment. The project proponent has submitted the copy of letter issued vide letter no. 4329 dated 30/12/2025 from Executive Engineer, PWSSB, Gurdaspur regarding issuance NOC for connectivity of the sewer of the Commercial complex with the MC, sewer. The project side was visited (Er. Vinod Kumar, AEE) on 19/02/2026 and observed that the proposed project is located at left side of Gurdaspur Dinanagar Road at entrance of the city, Dinanagar. Project proponent has constructed boundary wall around the site and process of laying sewer line at site was in progress. There is no any industrial unit adjoining the proposed site of commercial complex. The main MC, sewer of the city was passing in the front of the proposed site of the commercial complex. It is pertinent to mention here that Master Plan of the Dinanagar has not yet framed by the concerned authority, however, the site plan of the proposed site has approved by the Municipal Council/Senior Town Planner, Amritsar, Region/ADC(G), Gurdaspur, hence, the site is suitable for developing such type of the projects. Zonal Office observed that Regional Office has not submitted the details of siting criteria from different industries including MAH industries. RO has replied that the project site was visited by (Er. Vinod Kumar, AEE) on 19/02/2026 and observed that there is no any industries including MAH industries within 500 mts form the proposed site of residential complex. RO has recommended that Consent to Establish (NOC) from pollution angle may be granted to the Project Proponent for establishment of Commercial complex in an area of 0.768 Acres land which consist of Commercial SCOs @ 16 nos. in revenue estate of Village-Awankha, HB No. 286, Tehsil-Dinanagar, District-Gurdaspur for 01 year period with suitable conditions along with special condition that the Project Proponent shall obtain necessary approval from concerned authority for connectivity of sewer of the commercial complex with the MC, sewer. It is recommended that Consent to Establish (NOC) from pollution angle may be granted to the Project Proponent for establishment of Commercial complex in an area of 0.768 Acres land which consist of Commercial SCOs @ 16 nos. in revenue estate of Village-Awankha, HB No. 286, Tehsil-Dinanagar, District-Gurdaspur for 01 year period with suitable conditions along with special conditions as under: 1. The Project Proponent shall obtain necessary approval from concerned authority for connectivity of sewer of the commercial complex with the MC, sewer. 2. The Project Proponent shall only operate after obtaining consent to operate under both Acts from PPCB. Competency : SEE
