File Note: RO has reported that the Project Proponent has applied for obtaining consent to establish (NOC) For setting up of the Residential Colony 4.581 Acres at Village- Awankha, H.B. No. 286, Tehsil-Dinanagar, District-Gurdaspur through online along with requisite documents and fee. The Project Proponent has deposited Rs. 11300/- vide online reference no. 678379284 dated 12/02/2026 including Rs. 500/- as application fee, against the total project cost @ Rs. 404.32/- Lakhs, which is adequate upto one-year period. The Project Proponent has submitted copy of License obtained under Punjab Apartment and Property Regulating Act, 1995 (PAPRA Act) issued by the Office of the Competent Authority - cum - Additional Deputy Commissioner (G), Gurdaspur vide letter no. 1570 dated 25/08/2025 for Developing a residential colony at Village-Awankha, HB No. 286, Khasra No. 142//11/1 (3-1), 142//11/2 (1-8), 142//12/2 (0-12), 142//19 (0-8), 142//20 (7-15), 142//21 (8-10), 143//15 (3-6), 143//16 (5-8), 143//25 (6-0), 143//1 (0-5) total area of residential colony @ 22173.25 sq. yards (4.581 Acres) namely “Shri Chander Enclave Phase-I” Dinanagar, District-Gurdaspur. The Project Proponent has also submitted copy of approved layout plan issued from the Competent Authority-cum- Additional Deputy Commissioner (G), Gurdaspur vide no. PB/LOUT/GUR/DINAN/1135 dated 23 /07/2025. As per layout plan submitted total area of the site is 18,539 Sq. Meters out of which total area for construction of residential houses & commercial shops is 9694.46 Sq. Meters and area @ 1064.86 sq. meters will be reserved for development of green belts/parks. Therefore, the project not attracts the previsions of EIA Notification, 2006 for obtaining Environmental/Site Clearance under said notification. The site plan has approved through the Executive Officer, Municipal Council, Dinanagar which revels that the site of the proposed project fall within the MC, limit of Municipal Council, Dinanagar. The Project Proponent has also submitted copy of certificate of registration as promoter issued by the Amritsar Development Authority, Amritsar vide no. 2627 dated 11/02/2025 granted to Sh. Nirvair Singh (Promoter) S/o Sh. Balkar Singh, R/o Sukalgarh, P.O. Sarna, Tehsil & Distt. Gurdaspur for conducting business as Promoter for developing a colony under the Punjab Apartment and Property Regulating Act, 1995 (PAPRA Act). The Project Proponent has submitted project report of the proposed project and has also submitted feasibility report on proposed STP of capacity @ 150 KLD against total generation of domestic effluent @ 126 KLD. The proposed STP is comprising of Bar Screen Chamber > Oil & grease trap > Raw sewage collection cum pumping sump > Grit Chamber > MBBR Reactor-I > MBBR Reactor-II > Secondary Tube Settler > Clear water tank > Chlorine dosing system > Pressure sand filter > Activated carbon filter > Sludge drying beds. The Project Proponent has proposed to discharge treated effluent onto land for green area having total land area measuring 1064.86 Sq. meters (0.26 Acres). As per feasibility report partially treated water @ 8.5 KLD will be used in the green area and remaining treated water @ 117.5 KLD will be discharge into MC sewer. It is pertinent to mention here that the proposed project has installed common STP of capacity @ 150 KLD to treat domestic effluent being generated from the residential colony @ 126 KLD as well as from its adjoining commercial complex @ 20 KLD, total discharge of the treated effluent of the STP will 126+20=146 KLD. The project side was visited by undersigned (Er. Vinod Kumar, AEE) on 19/02/2026 and observed that the proposed project is located at left side of Gurdaspur Dinanagar Road at entrance of the city, Dinanagar. Project proponent has constructed boundary wall around the site and process of laying sewer line at site was in progress. It observed that there is no any industrial unit adjoining the proposed site of residential colony. It was observed that main MC, sewer of the city was passing in the front of the proposed site of the residential colony. It is pertinent to mention here that Master Plan of the Dinanagar has not yet framed by the concerned authority, however, the site plan of the proposed site has approved by the Municipal Council/Senior Town Planner, Amritsar, Region/ADC(G), Gurdaspur, hence, the site is suitable for developing such type of the projects. ZO has observed that the Regional Office has not submitted the details of siting criteria from different industries including MAH industries and also check wrt site plan attached and feasibility report not matched with each other also add disposal detail properly and mention area of plantation and whether it is adequate or not. RO has replied that the site plan and feasibility report submitted by the PP was reviewed and observed as under:- 1. Total area of the site is 18,539 Sq. Meters out of which total area for construction of residential houses & commercial shops is 9694.46 Sq. meters and area @ 1064.86 sq. meters will be reserved for development of green belts/parks. 2. As per feasibility report submitted by PP treated water @ 8.5 KLD will be used in the green area @ 1064.86 sq. meters and remaining treated water @ 117.5 KLD will be discharge into MC sewer. 3. The project side was visited by (Er. Vinod Kumar, AEE) on 19/02/2026 and observed that there is no any industries including MAH industries within 500 mts form the proposed site of residential colony. RO has recommended that Consent to Establish (NOC) from pollution angle may be granted to the Project Proponent for setting up of the Residential Colony at Village-Awankha, HB No. 286, Tehsil-Dinanagar, District-Gurdaspur bearing Khasra No. 142//11/1 (3-1), 142//11/2 (1-8), 142//12/2 (0-12), 142//19 (0-8), 142//20 (7-15), 142//21 (8-10), 143//15 (3-6), 143//16 (5-8), 143//25 (6-0), 143//1 (0-5) total area @ 22173.25 sq. yards (4.581 Acres) for 01 year period with suitable along with special condition that the Project Proponent shall obtain necessary approval from concerned authority for connectivity of sewer of the residential colony with the MC, sewer. It is recommended that Consent to Establish (NOC) from pollution angle may be granted to the Project Proponent for setting up of the Residential Colony at Village-Awankha, HB No. 286, Tehsil-Dinanagar, District-Gurdaspur bearing Khasra No. 142//11/1 (3-1), 142//11/2 (1-8), 142//12/2 (0-12), 142//19 (0-8), 142//20 (7-15), 142//21 (8-10), 143//15 (3-6), 143//16 (5-8), 143//25 (6-0), 143//1 (0-5) total area @ 22173.25 sq. yards (4.581 Acres) for 01 year period with suitable along with special conditions as under: 1. The Project Proponent shall obtain necessary approval from concerned authority for connectivity of sewer of the residential colony with the MC, sewer. 2.
