It is submitted that the pointwise reply to the observations is as under (reply in annotated form is attached):
1. Can the water demand of EWS be calculated on the base of area of EWS as given in layout plan. If, yes kindly calculate as per SEIAA, Punjab norms.
Reply: The water demand of EWS cannot be calculated on the basis of area of EWS plot as its planning, development, and utilization shall be undertaken separately by the competent Government authorities as per applicable Punjab Government rules and regulations (copy of notification and undertaking attached). Morever, the PP has submitted an undertaking that as per the approved layout/building plans of the project, the EWS component has not been considered under the saleable area, and accordingly no EWS area forms part of the approved project planning and EWS component, including its calculation, planning, and implementation, does not form part of the present project feasibility. However, necessary conditions w.r.t development of EWS section can be imposed in the CTE of the project. ......................
2. Whether disposal of 40 KLD treated effluent in the available green/plantation area (0.773 acres) is technically and environmentally adequate. Please provide mathematic analysis taking soil percolation rate of area into account.
Reply: The green/plantation area (0.773 acres) is technically and environmentally adequate to handle 40 KLD treated effluent. Morever, PP has mentioned that plantation shall be developed and maintained strictly in accordance with the guidelines/norms prescribed by the PPCB/CPCB. Further, the project has already obtained permission of the MC Abohar for excess water disposal without any limit mentioned in the said permission. The soil nature in the Abohar area is sandy so maximum treated wastewater can be disposed....................
In view of the above, if approved, it is recommended that Consent to Establish (NOC) may be granted to the project proponent under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for one year please.
