RIVER BED SAND MINING PROJECT M/S RAJINDER INFRASTRUCTURE PVT LTD, VILLAGE UMMREWAL BAGHELA, TEHSIL NAKODAR, DISTRICT JALANDHAR BY SH. SHIVAIN SINGH AHUJA DIRECTOR HOUSE NO 66, SECTOR 27A, CHANDIGARH
A. Earlier, the project namely M/s Rajinder Infrastructure Pvt Ltd, Village Ummrewal Baghela, Tehsil Nakodar, District Jalandhar by Sh. Shivain Singh Ahuja, Director, House No 66, Sector 27 A, Chandigarh was granted Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Fresh/JAL2/2023/24338606 dated 13.12.2023 valid upto 31.12.2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/JAL2/2023/24332662 dated 13.12.2023 valid upto 31.12.2023 for mining of sand @ 146146 TPA at mining site of area 11.20 hectares and 1.0 mtr depth as per mining plan in the revenue estate of Village Ummrewal Baghela, Tehsil Nakodar, District Jalandhar, Punjab.
B. Now, the project proponent has applied for Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with same quantity of mining of sand granted in the Fresh CTO.
C. The project proponent has submitted the copy of letter issued by SEIAA vide no. SIA/PB/MIN/463095/2024 dated 26/12/2025 to the Executive Engineer- cum- District Mining Officer, Kapurthala Road, Near Sports College, Jalandhar, Punjab for mining of sand, which is valid for a period of thirty years from the date of issuance for mining of minor minerals (Sand) @ 146146 TPA from the bed of river Satluj in total area of 11.20 Hectare and 1.0 mtr depth as per mining plan having H.B. no. 337 bearing khasra nos. 25//17, 18, 23, 24, 25, 76//14, 15, 16, 25, 77//8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 78//11, 19, 20, 21, 22, 23, 79//1, 2, 80//1, 2, 3, 4, 5, 6, 7, 8 located in the revenue estate of Village Ummrewal Baghela, Tehsil Nakodar, Distt. Jalandhar.
D. As per SEIAA letter no. SIA/PB/MIN/463095/2024 dated 26/12/2025 showing total cost of the project is Rs. 4.55 Cr. for mining site at the revenue estate of Village Ummrewal Baghela, Tehsil Nakodar, Distt. Jalandhar.
E. The office of Executive Engineer-cum-District Mining officer, Jalandhar, vide their office no. 2204/Cluster-31 (Mining Jal) dated 05.07.2023 issued provisional acceptance for Mining offered by M/s Rajinder Infrastructure Pvt Ltd, Village Ummrewal Baghela, Tehsil Nakodar Distt. Jalandhar, subject to the condition mentioned therein.
F. The Project Proponent has submitted copy of certificate of CA dated 06.02.2026 showing total cost of the project as Rs. 1,09,60,250/- for mining site at the revenue estate of Village Ummrewal Baghela, Tehsil Nakodar, Distt. Jalandhar.
G. The project proponent has deposited Rs. 10800/- vide UTR/Receipt No. 926242429 dated 01.12.2023, Rs. 14400/- vide UTR/Receipt No. 652233745 dated 06.02.2026 & Rs. 50400/- vide UTR/Receipt No. 655810298 dated 24.02.2026 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 10800/-, Rs. 500/- as Application Form Fee, Rs. 14400/- vide UTR/Receipt No. 602392616 dated 06.02.2026 & Rs. 50400/- vide UTR/Receipt No. 810488542 dated 24.02.2026 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 30.11.2028.
H. The mining site was visited by Er. Rajinder Singh, AEE on 03.03.2026 and it was observed that the mining site was not in operation. The project proponent has installed weighing bridge. The mining site has been demarcated with flags only.
I. As per office order number 06 dated 07.01.2026, the Competency to grant mining cases have been given to Environmental Engineer of Regional offices. The Copy of the office order is attached.
Keeping in view of above, it is recommended that Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for the period upto 30.11.2028 for mining of sand @ 146146 TPA in site area of 11.20 Hectare and 1.0 mtr depth as per mining plan located at Village Ummrewal Baghela, Tehsil Nakodar, District Jalandhar subject to suitable conditions along with special conditions that:
1. The project proponent shall carry out mining as per letter issued by the State Environment Impact Assessment Authority (SEIAA) vide letter no. SIA/PB/MIN/463095/2024 dated 26.12.2025 i.e. it will not mine more than 146146 TPA from the site.
2. The project proponent shall comply with the all the terms & conditions mentioned in the provisional acceptance letter issued by the Executive Engineer –cum– District Mining Officer, Jalandhar vide no. 2204/Cluster-31 (Mining Jal) dated 05.07.2023.
3. The project proponent shall obtain necessary clearance/permission from the other Departments, if required, on its own level.
4. The industry shall earmarked the boundary properly before starting mining activity at the site.
5. The Project proponent will carry out mining process is open cast, semi mechanized, without drilling and blast.
6. The contractor shall maintain the computerized record of daily mining/ lifting of sand at site.
7. The project proponent shall submit analysis report of ambient air quality monitoring parameters mentioned in EC conditions as well as noise quality from Board's approved lab/ Board's lab within 01 month.
8. The project proponent shall not carry out mining beyond the allotted area, if the industry found illegal mining beyond the area then consent to operate under Water (Prevention & Control of Pollution) Act, 1974 will be revoked without any notice.
