It is submitted that pointwise reply to observations is as under (copy of reply in annotated form attached):
1. The RO may confirm whether the NOC issued by the Municipal Corporation explicitly permits discharge of 153 KLD of treated effluent……….
Reply: The NOC issued by Municipal corporation does not explicitly mention any amount of discharge of treated effluent and has issued the permission considering the whole project. ………………..
2. The RO may verify and confirm that:---- (a) Dual plumbing has been fully designed to utilize maximum feasible flushing demand (57 KLD);-- (b) Entire available green/plantation area has been optimally utilized for irrigation using treated effluent;-- (c) No further scope exists for enhancing on-site reuse of treated wastewater.
Reply: The project proposes to make full provision for the maximum possible utilization of wastewater by implementing a dual plumbing system and utilizing the treated wastewater for the green area within the project. No further scope is available as per proposal. Hence, the proposal seems adequate. However, conditions may be imposed by the Board on the PP in the CTE……………………
In view of the above, if approved, it is recommended that Consent to Establish (NOC) may be granted to the project proponent under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for one year please.
