It is submitted that the Project proponent has applied for obtaining fresh consents to operate Under the Water Act, 1974 & Air Act, 1981 for operation of Pre-mix / Hot Mix @ 120 TPH under the name and style of M/s AP BUILDERS along with the requisite documents under small scale orange category.
The industry has deposited consent fee of Rs. 54000/- vide R.No. 395518383 dt. 02.03.2026 under the Water Act, 1974 and Rs. 54000/- vide R.No. 647353696 dt. 01.03.2026 under Air Act, 1981, and Rs. 10800/- as NOC regularization fee , which is adequate upto 30.09.2030.
The industry has submitted a copy from the DTP, Bathinda vide their office letter no. 1559 dated 01.10.2025 and the report is reproduced as under –
ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਭੁੱਚੋ-ਲਹਿਰਾ ਬੇਗਾ ਲਿੰਕ ਸੜਕ ਤੋਂ ਪਿੰਡ ਲਹਿਰਾ ਖਾਨਾ ਵੱਲ ਜਾਂਦੀ ਲਿੰਕ ਸੜਕ ਉੱਪਰ ਗੁਜ਼ਰਦੀ ਰੇਲਵੇ ਲਾਈਨ ਤੋਂ ਲਗਭਗ 1.57 ਕਿਲੋਮੀਟਰ ਪਹਿਲਾਂ ਸੜਕ ਦੇ ਖੱਬੇ ਹੱਥ ਸਥਿਤ ਹੈ। ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਆਪ ਦੀ ਸਾਈਟ ਅੰਦਰ ਮੌਕੇ ਤੇ ਬਿਲਡਿੰਗ ਦੀ ਉਸਾਰੀ ਕੀਤੀ ਹੋਈ ਹੈ। ਪ੍ਰਾਪਤ ਨਾਇਬ ਤਹਿਸੀਲਦਾਰ ਨਥਾਣਾ ਦੀ ਤਸਦੀਕਸ਼ੁਦਾ ਰਿਪੋਰਟ ਮਿਤੀ 03/02/2025 ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਲਹਿਰਾ ਖਾਨਾ, उवि. घठिए (ताल) तिला घठिंडा धमग 8. 62//16/1/1(2-14.25), 16/2/1(2-10.75), 16/3/1(0-15.75), 16/4/1(0-19.25) ਅਤੇ 25/2 (7-0) ਕੁੱਲ ਰਕਬਾ 14 ਕਨਾਲ 0 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਵੀ ਨਗਰ ਨਿਗਮ/ਨਗਰ ਕੌਂਸਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹੱਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ ਬਠਿੰਡਾ ਦੇ ਤਜਵੀਜ਼ਤ ਇੰਡਸਟਰੀਅਲ ਜ਼ੋਨ ਅੰਦਰ ਪੈਂਦੀ ਹੈ। ਜਿਸ ਵਿੱਚ ਵਿਸ਼ੇ ਤਹਿਤ ਐਕਟੀਵਿਟੀ ਆਗਿਆ ਯੋਗ ਹੈ।
The industry has submitted a copy of report from the Naib Tehsildar, Nathana vide their office letter dated 23.12.2025 and states that the site is located at more than 1 KM from the boundary of any nearby city/ town, more than 500 m away from habitation, 200 m from the national Highway 754 and more than 200 m from State highway; The site is more than 500 m away from the school/colleges/temples and more than 1 KM away from hospital, court and tourist spot within 1km and no court/ tourist spot within 1km of the site.
The industry has submitted completion Certificate of Batch type hot mix plant of capacity 120 TPH alongwith APCDs mentioned therein from the supplier vide no. ATPL/CSER/2025-26/10 dt. 19.12.2025.
The industry was visited by officer of the Board on 02.03.2026 and found as under: -
1) The installed a Batch type hot mix plant having capacity 120 TPH, but the same has not commissioned by the Project Proponent.
2) The unit has installed multi cyclone with bag house filter as APCD with stack of adequate height and sampling arrangements. The APCD provided by the unit is in accordance with the guidelines notified by MOEF&CC vide notification dated 18.05.2023 for hot mix plant.
3) The industry has stabilized the vehicle movement area and has made arrangements for sprinkling of water on roads for dust suppression generated due to movement of vehicles.
4) The industry has installed one D.G sets of capacity 380 KVA which is provided with canopy and stacks of adequate height.
5) The industry has made plantation along the boundary wall.
6) Thus, the industry is complying with the provision of Water Act, 1974 and Air Act, 1981 as well as the guidelines notified by MOEF&CC vide notification dated 18.05.2023 for hot mix plant. The compliance status of said notification in annotated form is enclosed herewith for kind perusal.
In view the above, it is recommended that consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2030 with suitable conditions.
