• It is submitted that the industry was granted Consent to establish vide no. CTE/Fresh/MNS/2023/23864273 dated 26.10.2023 valid upto 25.10.2024 for establishment of Poultry Farm having birds capacity @ 40,000 Number/day.
Now, the poultry farm has applied for obtaining Consent to Operate under the provisions of the Water Act, 1974 and Air Act, 1981 for the operation of poultry farm having unit having birds capacity @ 40,000 Number/day through online on OCMMS with requisite documents under green category.
• The poultry farm has deposited fee of Rs.1,17,600 /- Receipt no. 491979469 dt. 23.02.2026 under the Water Act, 1974 and Rs. 1,17,600/- Receipt no. 656642571 dt. 23.02.2026 under the Air Act, 1981, against the fixed assets of Rs. 485.69 lakhs as per project report submitted by the PP, which is adequate for 31.12.2035 under green category.
• The industry has submitted DTP, Mansa report vide letter no. 994 DTP(M)/ SB-207M dated 22.09.2023 which is reproduced as under:
ਪੋਲਟਰੀ ਫਾਰਮ ਦੀ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਬੋੜਾਵਾਲ, ਹਦਬਸਤ ਨੰ. 40, ਤਹਿਸੀਲ ਬੁਢਲਾਡਾ, ਜ਼ਿਲ੍ਹਾ ਮਾਨਸਾ ਦੇ ਖਸਰਾ ਨੰਬਰ ਨੰ. 12//5(1-2), 13//1/2(6-16), 2/2(6-1), 3/2(0-19), 9(8-0), 10(7-8), 11/1(1-19) ਕੁੱਲ 32 ਕਨਾਲ 5 ਮਰਲੇ ਵਿੱਚ ਪੈਦੀ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਬੁਢਲਾਡਾ ਦੀਆਂ ਹੱਦਾਂ ਅੰਦਰ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਤਿਆਰੀ ਅਧੀਨ ਹੈ। ਭਵਿੱਖ ਵਿੱਚ ਮਾਸਟਰ ਪਲੈਨ ਬੁਢਲਾਡਾ ਬਣਾਉਣ ਸਮੇਂ ਜੇਕਰ ਸਾਈਟ ਨਾਨ- ਕੰਨਫਰਮਿੰਗ ਜੋਨ ਵਿੱਚ ਆ ਜਾਂਦੀ ਹੈ ਤਾਂ ਆਪ PRTPD ACT-1995 ਦੀ ਧਾਰਾ 79 ਦੇ ਉਪਬੰਧਾਂ ਨੂੰ ਮੰਨੲ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ। ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ. 17/17/01–5HG2/ਪੀਐढ/748024 ਮਿਤੀ 06-05-2016 ਅਨੁਸਾਰ ਪੰਜਾਬ ਰਾਜ ਵਿੱਚ ਪੋਲਟਰੀ ਫਾਰਮ ਲਈ ਤੋਂ ਵਰਤੋਂ ਤਬਦੀਲੀ ਦੀ ਪ੍ਰਵਾਨਗੀ ਪ੍ਰਾਪਤ ਕਰਨ ਤੋਂ ਛੋਟ ਦਿੱਤੀ ਗਈ ਹੈ।
The industry has submitted the report of Naib Tehsildar, Budhlada, dated 15.09.2023 as per which there is no residential zone within 500 mtr., national highway within 150-200 mtr., state highway within 100 mtr., village road/ pagdandi with 10 to 15 mtr., river/lake/water source within 200 mtr., Major water drinking water reservoir or catchment side within 500 mtr., Any drinking water source like well, summer storage tanks, other tanks within 100 mtr. of the site of the industry.
The industry has submitted the approved building plan duly approved Er. Lokinder Bansal, Competent person, Approved under Punjab Factory Act.
• The site of poultry farm unit was visited by undersigned on 03.03.2026 and it was observed that-
1. The poultry farm was in operation during visit.
2. The poultry farm has constructed total 03 sheds and 01 chick cum grower shed.
3. In the poultry farm nipple system is used for the water drinking purposes of the birds.
4. There is 01 feed mixing and grinding unit of 8 TPD capacity installed in the premises. A cyclone is provided as an APCD in it to control the emissions/dust generating from grinding process.
5. The domestic effluent generated from poultry farm was being discharged onto land for plantation through septic tank.
6. The farm owner provides adequate plantation inside the premises.
7. The poultry farm has installed 01 D.G. set of capacity of 62.5 KVA equipped with canopy of adequate stack height.
8. The poultry has stored the bird droppings beneath the poultry sheds. The representative of the poultry farm informed that it is using bird droppings for manure purpose in agriculture fields.
9. During visit, no flies/odour was observed inside as well as outside the poultry farm.
10. The poultry farm has provided the deep burial pits for the disposal of dead birds with concrete covers.
11. The poultry farm is complying with the siting as well as environmental guidelines prescribed by CPCB and site is suitable for establishment/operation of such units.
From above it is clear that industry is complying with the provision of the Water Act, 1974 and the Air Act, 1981.
Keeping in view of above, it is recommended that consent to Operate under the Water Act, 1974 and Air Act, 1981 for the for the operation of poultry farm having unit operation of Poultry Farm having bird capacity @ 40,000 Number/day may be granted for a period upto 31.12.2035, subject to the following conditions: -
1. The poultry farm will not generate and discharge any trade effluent without obtaining prior written permission of the Board.
2. The poultry farm shall ensure that there is no nuisance / pollution created from the operation of the poultry farm in the vicinity at any time.
3. The poultry farm shall plant trees wherever space is available inside and outside the unit.
4. The poultry farm shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic thermocol or any other non-biodegradable material in the premises.
5. The poultry farm shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
6. The poultry farm shall strictly comply with the SOPs/ environmental guidelines /code of practice prescribed by the Board/CPCB in Januray 2022 and its amendments from time to time for poultry farm on regular basis.
7. The poultry farm shall assure that no problem of water/air pollution/flies/smell be occurred in the area.
8. The poultry farm shall not install poultry feed mill without the written permission of the Board.
