The reply of observation of Competent Authority is submitted by Regional Office that,
1. The industry was inspected on 20.01.2026 by Er. Lakhwinder Kumar, AEE and Sh. Dalvir Singh, ASO and observed that the industry has provided a twin cyclone followed by a venturi water scrubber with the Boiler of capacity 04 TPH and a dust collector followed by a double-stage water scrubber with the Thermopac of capacity 1500 U, and both are connected to a common stack of height 100 feet. Further, the unit was found using agro waste/saw dust as fuel at the time of inspection.
2. The industry has installed CCTV camera facing towards fuel storage area and same has not been faced towards fuel feeding and chimney side.
3. Further the industry is doing practice of manual feeding and energy meter is yet to be installed.
Further it is informed that the visiting officer was discussed telephonically and he submitted that no black powder was observed during visit. The Bank Guarantee of Rs.25,000/- was imposed in hearing before Chief Environmental Engineer on 08.01.2026.
In view of above, may if approved the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for shorter period i.e. up to 30.09.2026 with special conditions that:
1. The industry shall use only agro waste/saw dust as fuel.
2. The industry has installed CCTV camera facing towards fuel storage area and same has not been faced towards fuel feeding and chimney side.
3. Further the industry is doing practice of manual feeding and energy meter is yet to be installed.
4. The industry shall provide mechanised feeding of fuel to its boiler within this period.
5. The industry shall ensure that only authorized fuel is utilized in the boiler furnace.
6. The industry shall make all the efforts to avoid wetting of fuel including proper storage/ covers while storing in its premises.
7. The industry shall ensure to install CCTV cameras facing the components of APCD, fuel storage/ fuel feeding and chimney with 30 day back up.
8. The industry shall install energy meter with both its APCD and shall maintain the record of same.
