The GSPL India Gasnet Limited was granted NOC initially vide no. ZO/BTI/2014/NOC-121 dt. 24.02.2014 valid upto 23.02.2015 which was extended from time to time and lastly vide no. CTE/Extension/BTI/2025/29323037 dt08.08.2025 upto 07.08.2026.
The industry was granted Consent to Operate under the Water Act, 1974 vide no. CTOW/Fresh/BTI/2019/8977222 dated 04.06.2019, and under the Air (Act, 1981 vide no. CTOA/Fresh/BTI/2019/8977247 dated 04.06.2019, both valid up to 31.12.2028 were for the stretch passing through Dist. Kapurthala, Jalandhar, Gurdaspur and Amritsar only.
Now The industry has applied for varied consent to operate for operation of pipeline and control station at part section of Natural Gas Pipeline 1. Vill. Kalal Wada, T. Talwandi Sabo to Vill. Lehra Khana,T. Nathana in Dist. Bathinda (47.4km L X 30”Dia.) 2. Vill. Ramtirth Jagga to GGSRL Refinery, Vill. Phullo Khari , T. Talwandi Sabo, Dist. Bathinda (20.1km L X 12” Dia.)
The project falls under green category having type code-3060) and has deposited Rs. 6,48,000/- vide UTR No. UBINN52025070739970852 dt. 07.07.2025 and Rs. 6,48,000/- vide UTR No. UBINN52025070739970831 dt. 07.07.2025 through online, which is adequate for three years against the project cost of Rs. 385.96 cr
Ministry of Environment and forests, Govt. of India vide their letter no. F. No. J-11011/200/2012 –IA II (I) dated 16th January, 2013 for the project Bathinda to Jammu to Srinagar Pipeline and vide letter no. F. No. J-11011/231/2012-IA II(I) dated 23rd April 2013 for the project Mehsana to Bathinda Pipeline has intimated that as the proposed pipeline does not pass through National Parks, Sanctuaries/eco-sensitive areas including LNG terminal, the proposal does not attract the provisions of Environmental Impact Assessment Notification, 2006. The project is not covered under EC.
The company has submitted a request letter regarding CTO and informed that they have constructed three control stations at Mehsana-Bathinda-Jammu natural gas pipeline project at following locations:
1. SV4025 at village Ramtirath jagga
2. RT Bathinda at village Lehra Khanna
3. GGSRL refinery RT at village Phulo Khari
The project proponent has submitted CLU issued by DTP, Bathinda for 2 stations i.e. Ram tirath jagga and Lehra Khanna. 3rd satation is situated with in the premises of GGSRL refinery.
The all three stations were visited by AEE of this office on 03.03.2026 and following observations were observed:
1. All three stations have been constructed and only office buildings have been provided in control stations.
2. There is no generation of any trade effluent from the stations and only domestic effluent is being generated from washrooms of office buildings, which is being discharge onto land for plantation provided along with the boundary wall after passing through septic tank.
3. 3 DG sets of capacity 50 KVA, 50 KVA and 250 KVA have been installed at Ramtirath jagga, Phulo Khari and Lehra Khanna stations respectively. DG sets are equipped with canopy of adequate stack height.
Recommendations: As no specific guidelines are prescribed for establishment of such projects, it is therefore recommended that fresh consent to operate from pollution angle may be granted to the project proponent for operation of pipeline and control station at part section of Natural Gas Pipeline 1. Vill. Kalal Wada, T. Talwandi Sabo to Vill. Lehra Khana,T. Nathana in Dist. Bathinda (47.4km L X 30”Dia.) 2. Vill. Ramtirth Jagga to GGSRL Refinery, Vill. Phullo Khari , T. Talwandi Sabo, Dist. Bathinda (20.1km L X 12” Dia.) for the period of three years, subject to the suitable condition.
