⮚ The industry is a small-scale orange category unit and is a brick kiln. The Project Proponent was earlier granted Consent to Operate under Air Act, 1981 for gravity dust settling chamber, which was valid for a period upto 30/06/2019 with general conditions as mentioned therein.
⮚ The brick kiln has now applied for fresh Consent to Operate under Water Act, 1974 and under Air Act, 1981 through OCMMS portal for high draft zig-zag technology. The brick kiln has submitted requisite documents such as Lease Deed, PSCST Completion Certificate and latest C.A. Certificate etc. The brick kiln has also deposited Rs. 63,800/- vide Receipt No. 188225701 dated 24.02.2026 as CTO fee under Air Act, 1981 and Rs. 63,800/- vide Receipt No. 31887292 dated 24.02.2026 as CTO fee under Water Act, 1974. The consent fee is adequate upto 30.09.2030.
⮚ The brick kiln was visited by the undersigned on 03.03.2026 and it was observed as under:
1. The brick kiln was in operation during visit.
2. The brick kiln has adopted induced high draft zig-zag technology for its operation. The brick kiln has also submitted the completion certificate from CBRI, Roorkee dated 17.12.2018. Hence, no Environmental Compensation is required to be imposed on the brick kiln as per Deptt. of Science, Technology & Environment, Govt. of Punjab order no. 10/48/2019-STE(5)/1491442/1 dated 28.05.2019.
3. The brick kiln has provided paved approach road and has also provided the green belt alongside its boundary.
4. No illegal fuel was found stored at brick kiln site.
5. The brick kiln has installed septic tank for the treatment of its domestic effluent and then the treated effluent is discharged onto land for plantation.
⮚ The brick kiln is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
⮚ In view of above, it is recommended that Consent to Operate under Water Act, 1974 and Air Act, 1981 may be granted to the brick kiln for a period upto 30.09.2030 with special conditions as under:
1. The Brick Kiln shall replace at least 20 % coal with paddy straw pellets as per directions issued by the Government vide notification dated 4.11.2022.
2. This consent is granted subject to the orders passed by the Hon'ble High Court for the States of Punjab & Haryana/ Hon'ble National Green Tribunal or Other Judicial Authority in the cases pending or being filed with regard to the operation of brick kilns in the State.
3. This consent is granted subject to the performance evaluation of new technology adopted by the brick kilns.
4. The BKO will obtain Environmental Clearance under EIA notification for mining of brick clay to be used as raw material for the manufacture of bricks and submit the same, within two months.
5. The industry shall comply with code of practice for brick kiln and shall achieve the prescribed standard notified by MOEF & CC.
6. The industry shall not generate/ discharge any trade effluent and shall discharge only Domestic Effluent onto land for plantation after passing through septic tank.
