File Note: A. It is submitted that the industry is small scale red category unit. B. Earlier the industry was granted consent to operate under Water Act, 1974 vide no. CTOW/Varied/LDH4/2025/29625712 dated 23.09.2025, which is valid upto 30.06.2030 and Air Act, 1981 vide no. CTOA/Varied/LDH4/2025/29625593 dated 23.09.2025, which is valid upto 22.12.2025 for production of Bicycle Tubes @ 250000 Numbers/Day and Bicycle Tyre @ 8000 Numbers/Day with conditions mentioned therein. C. Now the industry has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 through OCMMS for production of Bicycle Tubes @ 250000 Numbers/Day and Bicycle Tyre @ 8000 Numbers/Day. D. The industry has already deposited consent fee of amounting to Rs. 172800/- vide R.no. 101639183 dated 27.08.2025 and now the industry has deposited Rs. 7560/- vide R.no. 408709210 dated 17.02.2026 under the Air Act, 1981, which is adequate upto 30.06.2030 (after deducting NOC fee and late penalty fee) against fixed assets Rs. 9.16 cr. as per CA certificate as on 31.01.2026. E. It is pertinent to mentioned here that the industry has submitted an request letter mentioning that they have not undertaken any upgradation because the existing system is technically adequate to meet the required emission limits (letter attached). F. Accordingly, the industry was visited by the Er. Manraj Singh Randhawa, AEE of this office on 25.02.2026 and it was observed as under: - 1. The industry is cycle tube & tyres manufacturing unit and was in operation during the visit. 2. The effluent from the washing of tubes is being re-circulated. 3. The industry has made an underground tank, tank is used for recirculation water for cooling of machines in mixing section and manderling section. 4. The industry generates domestic effluent and same is being discharged into sewer. 5. The industry has one wood fired boiler of capacity 5 TPD with cyclone separator followed by water scrubber as ACPD. 6. The industry has also submitted the completion certificate of water scrubber installed by the industry as APCD. 7. The industry has provided hoods and ducts in the manderling section, which are connected with three stage cyclone dust collectors. 8. Further it is informed that the air emission sample of the industry was collected by the officer of this office on 06.08.2025 and as per analysis results the concentration of particulate matter on stack after APCD (Boiler @ 05 TPH was found to be 205 mg/Nm3 which is within permissible limit as per new fuel policy of the Board. 9. The industry has installed one DG set of capacity 320 KVA, with inbuilt canopy with adequate stack. As such the industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981. In view of above it is recommended that the varied consent to operate under the Air Act, 1981 may be granted to the industry upto 30.06.2030 with suitable conditions as per policy of the Board Competency: SEE
