File Note: It is submitted that earlier the project proponent was granted fresh consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2021/16621256 dated 08.11.2021 valid upto 07.11.2022 for development off Group Housing project namely “Noble Callista” developed by M/s NOBLE Dream Projects Pvt. Ltd. consisting of 8 Residential towers (398 flats), a club and 20 shops @ 01 Number. Total aera 27680 Sqm, built up are 140057.6 sqm with disposal arrangement that Domestic Effluent @ 234 KLD will be treated in STP of capacity 300 KLD and after treatment @ 103 KLD will be utilized in Flushing purpose, discharged into Green Belt area 7567.90 sqm in summer-42 KLD, in winter 14 KLD, in mosoon-4 KLD and remaining such as discharged into GMADA sewer in summer-89 KLD, in winter-117 KLD, in mosoon-127 KLD, subject to certain terms and conditions mentioned therein. Thereafter, the project proponent has been granted fresh consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/PBIP/SAS/2024/2401813484 dated 28.02.2024 valid upto 06.11.2025 for Group Housing project in total land area of 27680.05 sqm & with max proposed built-up area as 140031.73 sqm consisting of components as Residential flats @ 398, Commercial shops @ 20 & Club House with G+3 Configuration with Built-up of 16651.03 sq.ft. area with disposal arrangement that the treated effluent after STP for flushing purpose @ 114 KLD and shall develop adequate green/ plantation area @ 1.87 Acres for discharge of the treated effluent after STP @ 41.6-13.6-3.7 KLD during Summer-Winter-Monsoon Season respectively. Only, the remaining treated effluent @ 97.4 KLD -125.4 KLD -135.3 KLD shall be allowed for discharge into Sewer during Summer-Winter-Monsoon Season respectively, subject to certain terms and conditions mentioned therein. Now, the project proponent has applied for obtaining fresh consent to operate under orange category under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for Residential flats (398 flats), a club (G+3) and 20 shops, alongwith requisite documents. Fee detail The project proponent has deposited Rs. 6,30,000/- vide R. No. HDFCR52026010754468324 dated 07.01.2026 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 6,30,000/- vide R. No. HDFCR52026010754560809 dated 07.01.2026 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the project proponent is adequate upto 30.09.2027 against the total cost of the project Rs. 43624 lacs. Site Suitability detail: 1. The project proponent has submitted allotment letter of the group housing site no. 1, IT City 66-Beta by GMADA vide Memo No. EO/2021/20499 dated: 22.04.2024. 2. The project proponent has submitted commissioning certificate for STP capacity 350 KLD at Noble Callista, Located at Sector-66(B), Mohali by M/s Sai Global Nature Care vide letter no. SGNC/NBLCLST/25/89 dated 27.10.2025. 3. The project proponent has submitted Amendment Environment Clearance from SEIAA vide No. SEIAA/MS/2023/523 dated. 28.03.2023 for built-up area 140031.73 sq.m and total plot area 27,680.50 sq.m. 4. The project proponent has submitted site plan duly approved by Competent Authority. Visit The site of the project was visited by the undersigned on 25.02.2026. During the visit, it was observed as under: 1. The above project is group housing project and is located at Plot No. 1, IT City, Sector 66B, SAS Nagar Mohali, Punjab. 2. The construction work of all 8 Towers consisting of flats 396, Shops 20 and 1 club house have been completed. The project proponent has not provided occupancy within the project. 3. The project proponent has provided STP of capacity 350 KLD for the treatment of wastewater generated from the project. No flow was observed from the outlet of the STP as the project proponent has not provided any occupancy within the project. The project proponent has provided inlet & outlet meter of STP. 4. The wastewater generated from the project is being utilized in flushing purpose by dual plumbing system, in green area and rest discharged into GMADA sewer. 5. The project proponent has provided compost pits for the management of wet biodegradable solid waste. The representative of the project informed that they will install mechanical composter within 1 month. 6. The project proponent has provided 1 no. DG set of capacity 125 KVA with canopy and stack of adequate height. The project proponent is complying with the conditions of the earlier granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as EC granted by the Competent Authority. In view of the above, it is recommended that the fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent upto 30.09.2027, subject to suitable conditions and following additional conditions that: 1. The project proponent shall comply with the comply with conditions mentioned in the Environmental Clearance granted to it by the SEIAA, Punjab vide letter no. DECC/SEIAA/2021/4185 dated 20.05.2021 and further amendment issued vide letter no. SEIAA/MS/2023/523 dated 28.03.2023, in true letter & spirit. 2. The project proponent shall install mechanical composter of adequate capacity within 1 month. 3. The project proponent shall comply with the provisions of the Solid Waste Management Rules, 2016 for disposal of solid waste generated from the project. 4. The project proponent shall not discharge any domestic effluent (treated or untreated) into choe / drain /river or in any inland surface water at any time or any other unauthorized place by any unauthorized means and shall explore the possibility of reduction of quantum of abstraction of ground water by reusing the treated wastewater in the various activities. 5. The Consent is being issued to the unit based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 6. In case the unit fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry. *Competency: Worthy Chairperson of the Board (Cost of the project is more than 50 crores)
