After perusal the report, it was observed that the PP has applied for setting up of Residential colony in an area of 10.568 Acres by developing 115 no. of residential plots & 04 no. of Commercial shops. License issued by ADC (G), Sangrur -cum- Competent
Authority, under PAPRA, Sangrur vide License no. SGR-UD-LDC-2025/ 1723 dated 07.11.2025 for setting of Residential Colony in an Area 10.568 acres situated at Village Bhawanigarh, Hadbast No. 40 in the revenue Tehsil Bhawanigarh, District Sangrur, Punjab (Colony Name: Green Valley). The PP has proposed to install STP of capacity 200 KLD based on MBBR Technology to treat the domestic effluent @ 194.05 KLD. Further, the treated effluent to be utilized into dual plumbing @77.62 KLD, 10.25 KLD of treated wastewater for irrigation to parks, having area 2075.22 m2 and remaining 106.18 KLD treated wastewater will be discharged into terminal Sewer of STP MC, Bhawanigarh. The PP has proposed to install mechanical composter for the treated of solid waste generated from the residential colony. The PP has submitted NOC from the MC Bhawanigarh issued vide letter no. 1035 dated 05.03.2026 for the disposal of treated effluent into terminal STP of MC. (copy enclosed). RO has submitted that the site is complying with siting guidelines as per Deptt of Science Technology, Environment & Non
Conventional Energy Govt. of Punjab Order No. 3/6/07/STE(4)/3770 dated 30.10.2009.
As per the layout plan, the total built up area of the plotted project is 53.431.82 sq. meters as per the approved layout plan attached in the application form, which is less than 1,50,000 sq. m. i.e. the project does not required environmental clearance. Hence, the site is suitable.
If approved, it is recommended that CTE may be granted to the PP for establishment of a residential colony (plotted project) in an area of 10.568 Acres by providing 115 no. of residential plots & 04 no. of Commercial shops for a period of one year under the provisions of the Water Act, 1974 and the Air Act, 1981 subject to special conditions .
