File Note: It is submitted that the project is covered under small scale orange category as per investment. Now, the project proponent has applied for 'Consent to establish' (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Residential Plots @ 147 Nos. and Commercial Plots (21 Commercial Plots and One Food Court Plot) @ 22 Nos. and for discharge of domestic effluent @ 94.54 KLD out of which 13 KLD will be used for flushing purpose and remaining will be used for irrigation and plantation after treatment through STP. As per the project report, the total investment on the project shall be Rs. 1286.16 Lacs. The industry has deposited Rs. 21,600/- vide R.No. 561719437 dated 21.02.2026 as NOC fee, which is adequate for one year. The project proponent has submitted a layout plan approved by STP, Punjab vide no. 07STP(L)/6A-23 dated 03.01.2025, as per which the proposal site has a total area of 09.55625 acres (less than 50 ha) for development of a plotting project comprising 147 residential plots and 22 commercial plots, namely Panchvati Avenue. The project proponent has submitted a Letter of Intent (LOI) for setting up affordable residential colony namely "PANCHVATI AVENUE" (Area 9.55625 Acres) situated at Village Lalton Kalan-1&2, H.B. No. 291, Tehsil & District Ludhiana issued by GLADA vide its letter no. CA/GLADA/LDH/2025/2006 dated 10.10.2025. As per the application form, the total domestic water requirement for the project is estimated to be 118.18 KLD which will be met through tube well. The total wastewater generated from the entire project during full occupancy is estimated to be 94.54 KLD, which will be treated in the 120 KLD STP. Out of the treated wastewater, approximately 13 KLD will be recycled and reused for flushing purposes through a dual plumbing system in commercial shops, thereby reducing freshwater demand. The remaining 81.54 KLD of treated effluent will be utilized for irrigation/plantation within the project premises, ensuring maximum water reuse. Approximately 01 acre of land has been earmarked for irrigation and plantation development within the project premises, which is principally adequate. The project proponent has submitted a feasibility report of the STP, which states that a biological treatment-based STP of 120 KLD capacity is proposed to be installed within the project premises. The proposed components of the STP include a bar screen chamber, oil and grease trap chamber, collection tank, MBBR aeration system, air diffusion system, secondary tube settler, pressure sand filter, and activated carbon filter. The proposed STP capacity is considered adequate for the treatment of the generated wastewater. As per the application form, approximately 53.07 kg/day of municipal solid waste will be generated from the facility at full occupancy. The project proponent shall provide colour-coded bins (green and blue) for segregation of biodegradable and non- biodegradable waste, respectively. The segregated solid waste will be collected and handed over to an authorized agency for disposal in accordance with the Solid Waste Management Rules, 2016. Accordingly, the site of the proposed project was visited by the Er. Manraj Singh Randhawa, AEE of this office on 03.03.2026 and it was observed as under: - 1. The proposed project is located at Village Lalton Kalan-1&2, H.B. No. 291, Pakhowal Road, Ludhiana. 2. The proposal site has a total area of 09.55625 acres (less than 50 ha) for development of a plotting project comprising 147 residential plots and 22 commercial plots, namely Panchvati Avenue. 3. At the time of the site visit, it was observed that the project proponent had constructed the boundary wall around the project site. The plots were found to be completely vacant, and activities related to road leveling and other preliminary development works were in progress. 4. As per the boundary limits site shown by the representative of the promoter company during the visit:- a. There is no MAH industry/cement plant/ grinding unit/ rice sheller/ saila plan/ stone crushing/ screening cum washing unit/ hot mix plant/ brick kiln within a radius of 500 m from the boundary of the proposed site of the project. b. A electricity grid was found on the opposite side of the road from the project In view of the above, it is recommended that Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year to the project proponent with suitable conditions and special conditions that:- 1. The Consent to Establish (NOC) is granted to the project proponent for the layout plan approved by the Senior Town Planner, Ludhiana vide no. 07STP(L)/6A-23 dated 03.01.2025, as per which the proposal site has a total area of 09.55625 acres for development of a plotting project comprising 147 residential plots and 22 commercial plots, namely “Panchvati Avenue”. 2. The project proponent must shall obtain the Environmental clearance in accordance with the EIA notification of 2006 and its any subsequent amendments, as directed by the Ministry of Environment, Forest and Climate Change (MoEFCC), in future, if Board’s get the confirmation of the same from MoEFCC. 3. The project proponent shall obtain permission from CGWA for abstraction of ground water (if required) and shall comply with the guidelines issued by it from time to time. 4. The project proponent shall install and commission the STP at the time of obtaining Consent to Operate. 5. The project proponent shall develop adequate green area and shall make arrangements for utilization of its entire treated wastewater for plantation, flushing within its premises. The project proponent shall provide dual plumbing system for back flushing. 6. The project proponent shall fulfill its responsibility as a bulk waste generator and shall comply with the provisions of Solid waste management Rules, 2016. 7. The project proponent shall comply with the provisions of the Noise Pollution (Regulation & Control) Rules 2000. 8. The project proponent shall ensure compliance to the comprehensive guidelines for the regulation of noise/ sound pollution caused by use of loud speakers, public address system etc. issued by Punjab Government, Deptt. of Science, Technology & Environment vide notification no. 3/100/2013- STP(4)/145 dated 26.02.2014. 9. The industry shall obtain permission from the concerned Department(s) and shall comply with the conditions of relevant permissions obtained by it from other related Departments (if any).
