File Note: Earlier, the project proponent had obtained Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide CTOW/Fresh/ASR/2023/17286260 dated 24.08.2023 and CTOA/Fresh/ASR/2023/16440575 dated 24.08.2023, respectively, which are valid up to 30.06.2028 for storage of JET A-1 fuel @ 810 KL/year. Now, the project proponent has applied for obtaining Varied Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 and the Water (Prevention & Control of Pollution) Act, 1974 for storage of JET A-1 fuel @ 1110 KL/year. As per the revised categorization of industrial sectors issued by CPCB, the activity of the unit falls under Sector No. 151.3 – “Isolated storages (as defined under the Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989 as amended)”, which is categorized under the Orange Category. The details of the case are as under: - 1. The project proponent has submitted a CA Certificate dated 22.11.2025, indicating the gross value of fixed assets as Rs. 11,80,35,724/- (Rs. 1180.35 lakhs) as on 21.11.2025. The project proponent had earlier deposited Rs. 21,600/- vide Receipt No. 385297054 dated 10/07/2021, Rs. 1,40,200/- vide Receipt No. 631710076 dated 26/06/2023 and Rs. 1,02,750/- vide Receipt No. 294906903 dated 08/08/2023 & Rs. 72,500/- (including Rs. 500/- as application fee) vide Receipt No. 549522394 dated 20.02.2026 as consent fee under the Air Act, 1981 and Rs. 21,600/- vide Receipt No. 251204807 dated 11/07/2021, Rs. 1,36,800/- vide Receipt No. 24175296 dated 26/06/2023 and Rs. 1,02,750/- vide Receipt No. 273393137 dated 08/08/2023 & Rs. 1,08,000/- (including Rs. 36,000/- as NOC regularization fee) vide Receipt No. 448996887 dated 20.02.2026 as consent fee under the Water Act, 1974, which makes it adequate upto 30.09.2030 under both Acts. 2. The project proponent has submitted Certificate of Conformity No. BOSAI/0750 dated 25.07.2025, issued by M/s Bosai Safety Pvt. Ltd., an approved Third-Party Inspection Agency of the Petroleum and Natural Gas Regulatory Board (PNGRB). The certificate indicates that the Emergency Response and Disaster Management Plan (ERDMP) of Indian Oil Corporation Ltd., Amritsar AFS has been reviewed and assessed during the site audit conducted on 11–12.07.2025 and found compliant with PNGRB (Codes of Practices for ERDMP) Regulations, 2010 (as amended in 2020). The certificate is valid up to 10.07.2030. 3. The project proponent has submitted the process flow chart, as per which Aviation Turbine Fuel (ATF) is transported through tank trucks from the Jalandhar terminal and received in underground and semi-buried storage tanks at the site. The fuel is thereafter pumped from the storage tanks into refueller vehicles, which are moved to the airport tarmac for refueling of aircraft. 4. The project proponent has submitted an agreement dated 25.10.2023 executed between Indian Oil Corporation Ltd., Amritsar AFS and M/s Bharat Oil Company (India) Regd. for disposal of hazardous waste. The agreement is valid for a period of five years, i.e., up to 24.10.2028. 5. The project proponent has submitted copies of the previously granted consents and the Hazardous Waste Management (HWM) Authorization Certificate, along with a site plan indicating the location of the 500 KL storage tank installed in replacement of the earlier 200 KL tank within the existing premises. 6. The project proponent has submitted the compliance report of the conditions of the previously granted consents under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 in annotated form. The site was visited by Er. Lakhwinder Kumar, AEE, on 03.03.2026, and the following was observed: - 1. The site is located within the premises of Sri Guru Ram Dass Jee International Airport, Amritsar, and the facility is engaged in the storage and supply of Aviation Turbine Fuel (ATF) for refueling of aircraft operating at the airport. 2. The facility is equipped with three underground storage tanks of 70 KL capacity each, three semi-buried tanks of 200 KL capacity each, and one semi-buried tank of 500 KL capacity for storage of Aviation Turbine Fuel (ATF). Further, refuellers of capacities 27 KL (3 nos.), 16 KL (3 nos.), and 19 KL (2 nos.) have been provided for refueling of aircraft. 3. Adequate firefighting and safety equipment, including DCP cylinders, CO₂ cylinders, ABC cylinders, fire gel blankets, fire proximity suits, resuscitators, and fire hoses, have been provided at the site. 4. A DG set of capacity 82.5 kVA has been installed with acoustic enclosure (canopy) and adequate stack height. 5. No trade effluent was observed to be generated from the site, and no fugitive emissions were observed at the time of visit. 6. The facility has stored two lockable drums for storage of hazardous waste, properly marked with a danger sign. 7. The facility has provided drain lines along the tank boundary to prevent spreading of fuel in case of leakage. The facility is complying with the conditions of the consents granted earlier under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. In view of the above, it is recommended that Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the unit up to 30.09.2030 (up to the validity of the consent fee) with usual terms and special conditions as under:. 1. The project proponent at any stage will not generate any emission and trade effluent from its premises. 2. The facility shall maintain proper records of generation, storage and disposal of hazardous waste and submit the annual return in Form-4 to the Board as per the provisions of the Hazardous Waste Rules.
