It is submitted that the industry is a large-scale red category unit and engaged in manufacturing of Terry Towels @ 100 MTD & Dyed Yarn @ 20 MTD by using Cotton Yarn @ 129 MTD & Processing Chemicals @ 65 MTD, as raw material and for discharge of 9000 KLD onto land for plantation only by using fresh water from canal @ 7,092 KLD & Submersible pump @ 3000 KLD with certain conditions and special conditions mentioned therein.
1. The industry has been granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/BAR/2023/22049467 dated 27/07/2023 & the Air Act, 1981 vide no. CTOA/Renewal/BAR/2023/22049439 dated 28/07/2023 both valid upto 31/03/2026 for manufacturing of Terry Towels @ 100 MTD & Dyed Yarn @ 20 MTD by using Cotton Yarn @ 129 MTD & Processing Chemicals @ 65 MTD, as raw material, with certain conditions and special conditions mentioned therein.
2. Now, the industry has applied for renewal of 'Consents to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981, vide application no. 31017896 and 31017863 on 19.02.2026 for manufacturing of Terry Towels @ 100 MTD & Dyed Yarn @ 20 MTD by using Cotton Yarn @ 129 MTD & Processing Chemicals @ 65 MTD, as raw material.
3. The industry has deposited CTO fees under the Water Act, 1974 of Rs. 2820000.0 vide receipt no. ICICR52026021800300431 & Air Act, 1981 of Rs. 2820000.0 vide receipt no. ICICR52026021800299988 which is adequate for five years upto 31.03.2031 (as per annum fees= 5,64,000 /- for Red category slab between 500 cr. to 1000 cr.). The gross fixed assets of the industry have been increased from Rs. 745.8337 crores to Rs. 925.8934 crores during the period 31/03/2023 to 31/03/2025 for which industry has deposited NOC Regularization fees of Rs. 2,16,000/- dated 02.03.2026. Moreover, plant and machinery cost has been increased by 246.5 lakhs during the period 31/03/2023 to 31/03/2025 for which industry has given undertaking that it is due to Upgradation/modernization of plant & equipment. However, the total production capacity remains same.
4. The industry has submitted CA Certificate of fixed asset value of 92,589.34 lakhs; Compliance report of earlier granted CTO in annotated form; lab analysis report of effluent generation of its unit, soil testing report, plantation area plan, the industry has submitted an undertaking dated 27.02.2026 stating that the variation in fixed assets is due to upgradation/modernization of plant & equipment and purchase of freehold land adjoining the boundary wall, which is presently being used only for agriculture/plantation purposes
To check the status of industry, the industry was visited by EE and undersigned AEE, of this office on 02.03.2026 and it was observed as under:
1. The industry was in operation during the visit and engaged in manufacturing of Terry Towels & Dyed Yarn by using Cotton Yarn & Processing Chemicals as raw material.
2. The industry was in operation and engaged in manufacturing of Dyed fiber/yarn and Dyed terry Towel. Manufacturing detail of various product is Raw Material → Cheese Winding → Yarn Twisting → Soft winding →Package dying→ Hydro extraction → drying → winding→ wrapping → sizing → weaving → Fabric dying / Washing → Drying → Size matching → Cutting →Inspection→Packing.
3. The industry is not using ground water as source of water supply and currently using ‘Uppli canal” water in its process and also maintaining the record of the same. The industry has also submitted copy of agreement entered with Dept. of water resources Punjab to use Uppli distributary water as source of raw water. The groundwater is being used only for domestic purpose.
4. The industry has developed 100 acre land for plantation as per karnal technology for utilization of treated effluent from ETP..
5. The ETP was in operation and records of ETP maintained by the industry has been pursued and the industry has shown the ETP operational records for the last three months. As per the records for February 2026, the average flow at the inlet of the ETP was 5566 KLD, while the outlet flow was 5339 KLD, and the flow recorded at the plantation flow meter was 5334 KLD. After treatment, the industry was discharging its treated effluent into land for plantation.
6. The average treated wastewater flow utilized for irrigation of the plantation area during December 2025, January 2026 and February 2026 was 5,357 KLD, 5,439 KLD and 5,334 KLD respectively. The total plantation area available with M/s Trident Ltd. (HTD) is about 100 acres. Considering the prescribed hydraulic loading rate of 90 KL/acre/day, the hydraulic loading being achieved by the industry works out to approximately 53.76 KL/acre/day, which is within the permissible limit
7. The industry has commissioned an RO plant of capacity 2100 KLD along with MEE and ATFD and has made its unit partially ZLD (MBR based) w. However, during the visit, the RO plant was not found in operation.
8. The representative of the industry stated that the RO plant along with MEE and ATFD is operated when the production increases, and presently the unit is not operating at its full design capacity. The production of terry towels during the last three months, i.e., December 2025, January 2026, and February 2026, was 59.2 MTD, 52.5 MTD, and 51.3 MTD respectively, which is significantly below the full production capacity of 100 MTD. Due to lower production, the wastewater generation is also less. The representative further stated that if the treated wastewater is recycled through the RO system and reused in the process, the availability of treated water for irrigation of the 100-acre plantation area would be insufficient, resulting in inadequate water supply to the plants. Therefore, the RO-MEE system is operated only when production increases.
9. The industry produced records of RO plant operation for the last three months, which show that 168 KLD of water was recycled in December 2025, 134 KLD in January 2026, and 0 KLD in February 2026..
10. There is no source of air pollution in the industrial premises of this unit and the steam requirement is being met from the boilers installed in the premises of its sister concern unit namely M/s. Trident Ltd (PCD).
11. The domestic effluent of the industry is being treated in the STP provided by its sister concern i.e. M/s Trident Ltd. (PCD). The industry has got wastewater sample analyzed from Board’s lab on 19.11.2025 and analysis results reveals that the industry is achieving the prescribed standards.
Earlier, the industry was visited by Er. Rajiv Gupta, SEE, Er. Kamal Singla, EE & Er. Sachin Singla, AEE on 18.11.2025 and Effluent samples were collected from the STP of Trident PCD and sent to Water lab, Patiala for analysis. As per Effluent sample report, the parameters are as follows: - pH value at 25°C = 7.0; Total Suspended Solids (TSS)= 35 mg/l; Chemical Oxygen Demand (COD) = 65 mg/l and Bio-Chemical Oxygen Demand (BOD) = 13 mg/l. As per the report, all these parameters were within prescribed limits of the Board. ( Copy of Lab Report Attached)
Apart from these, Effluent samples were collected on 18.11.2025 from the inlet and outlet ETP of M/s Trident HTD and sent to Water lab, Patiala for analysis. As per Effluent sample report, the parameters of the outlet of ETP are as follows: - pH value at 25°C = 7.8; Total Suspended Solids (TSS)= 25 mg/l; Total Dissolved Solids (TDS) = 1541 mg/l; Chemical Oxygen Demand (COD) = 104 mg/l; Bio-Chemical Oxygen Demand (BOD) = 22 mg/l and Total Chromium = <0.1 mg/l; SAR = 13.5; RSC = -3.13 meq/L; Colour = 100 Hazen; Oil & Grease = BDL; Sulphides = BDL; Phenolic Compound = BDL and Ammonical Nitrogen= BDL. As per the report, all these parameters were within prescribed limits of the Board. ( Copy of Lab Report Attached).
Moreover, Groundwater sample from piezometer of Trident Ltd. (PCD) were also collected by above team of Higher authorities on 18.11.2025 and sent to Water lab, Patiala for analysis. As per Ground water analysis report, the parameters are as follows: - pH value at 25°C = 8.3; Total Suspended Solids (TSS) = <5 mg/l; Zinc = <0.1 mg/l; Total Chromium= <0.1 mg/l; Chemical Oxygen Demand (COD) = BDL; Bio-Chemical Oxygen Demand (BOD) = BDL; Ammonical Nitrogen = BDL; TKN= BDL; Cobalt = BDL; Arsenic = BDL; Lead = BDL; SAR = 2.71 and RSC= 0.29.
From the above report, it is clear that the parameters were within prescribed limits of the Board (Copy of the Lab report attached).
From the above, it is evident that the industry is complying with the provisions of Water Act, 1974 and Air Act, 1981.
Keeping in view of above, may if approved, it is recommended that renewal of consent to operate under Water Act, 1974 & the Air Act, 1981, may please be granted to the industry for the manufacturing of Terry Towels @ 100 MTD & Dyed Yarn @ 20 MTD by using Cotton Yarn @ 129 MTD & Processing Chemicals @ 65 MTD, as raw material for the period of five years valid up to 31/03/2031 with subject to suitable conditions mentioned alongwith following specific conditions: -
1. The industry shall operate & maintain its ETP regularly and efficiently, so as to achieve the prescribed effluent standards on regular basis.
2. The industry shall maintain records of ETP operation with respect to flow and energy consumption on regular basis.
3. The industry shall operate the RO plant along with MEE and ATFD regularly and shall maintain the record of its operation on regular basis.
4. . The industry shall ensure that no public nuisance shall be created from the
operation of the unit in the area
5. The industry shall discharge its domestic effluent onto land for plantation after
treatment through Sewage Treatment Plant (STP) of sister concern M/s Trident
Limited (PCD)
6. The industry shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of ground water and submit the same at Regional Office, Barnala, if need be.
7. The industry will ensure periodically monitoring of top soil quality viz-a-viz all parameters prescribed for healthy soil by the National approved institute/ agency and will submit 6 monthly report to the Board w.r.t soil quality in the plantation area till validity of this consent.
8. The industry shall not dispose off its treated/ untreated effluent in an unauthorized manner.
9. The industry shall utilize its treated effluent onto land for plantation purposes in scientific manner, so as to avoid any stagnation.
10. The industry shall plant trees wherever space is available inside and outside the unit.
11. The industry shall not undertake expansion without obtaining approval from the Board.
12. The industry shall develop the vermin composting/composting to manage the biodegradable solid waste. The industry shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies.
13. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
14. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
15. The industry shall comply with all the instructions / directions issued or to be issued in future by PPCB/ CPCB for the betterment of environment in the area.
16. The industry shall not add any additional air pollution process without obtaining prior written permission of the Board.
17. The industry shall not increase its production capacity without obtaining prior written permission of the Board.
