File Note: It is submitted that the hospital was given personal hearing before the Senior Environmental Engineer of the Board on 20.01.2026 and after hearing it was observed as under: 1. The hospital shall submit a bank guarantee amounting to Rs. 2.0 lakh as an assurance to comply with the Environmental Norms and the directives/ orders of the Board, at all times. 2. The hospital ensures regular and continuous operation of the ETP & STP, including maintenance of logbooks/records. Bypass or discharge of untreated/partially treated effluent, in any form, shall not be permitted. 3. The Environmental Engineer, Regional Office, SAS Nagar shall conduct a surprise inspection within 7 days, to verify the statement of the representative of the hospital and to verify the functioning of the ETP & STP and collect effluent samples, water abstraction, wastewater disposal arrangements & biomedical waste handling/storage/disposal arrangements and submit a comprehensive report with conclusive recommendations. 4. Further action in the matter shall be taken after receipt of report from the Regional Office. In compliance of the hearing decision, the project proponent has deposited bank guarantee amounting to Rs. 2 lakh vide bearing no. 006GT02260580003 dated 27.02.2026. The site was visited by the AEE and JEE of this office on 19.02.2026 and during visit it was observed as under: 1. The hospital is a 90 bedded hospital and the same was in operation. 2. The project proponent has installed autoclave and is maintaining record of the same. 3. The hospital has made agreement with CBWTF for lifting up of Bio-Medical Waste generated within the hospital for 90 beds and the same is valid upto 06.12.2026 4. The hospital has installed DG set of capacity 500 KVA with canopy and adequate stack. 5. There is no other source of air pollution. 6. The HCF has installed separate ETP for the treatment of untreated water generated from OT/ labs and STP for domestic effluent generated from kitchen. The ETP-cum-STP was in operation at the time of visit and the treated effluent is being disposed of into MC sewer. The samples were collected from the outlet of ETP-cum-STP and the results are awaited. 7. The hospital has provided flow meter and energy meter at the outlet of STP and the reading of the same was 733.03 m3 and 325.2 KW. The project proponent has maintained the record of the operation of ETP-cum-STP. As per record around 15 KL of water is being treated. 8. The hospital is maintaining record of bio medical waste and segregation was found proper. Proper bio medical waste storage room has been provided with lock & key facility. 9. The hospital is complying with the provisions of the Air (Prevention & Control of Pollution) Act, 1981. In view of above, it is recommended that Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.11.2026 with suitable conditions. *Competency – Senior Environmental Engineer
