The project proponent has applied for obtaining Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for setting up of RMC Plant for production of Concrete @ 320 CFT/day from Cement for RMC Plant @ 72 MTD, Aggregates for RMC Plant @ 520 MTD, Admixture for RMC Plant @ 0.86 MTD & Water for RMC Plant @ 46 MTD at the subject cited site Under Green Category through OCMMS mode.
It is further intimated that the industry has deposited Rs. 4700/- vide UTR No. 309824308 dated 26/02/2026 as consent to establish (NOC) fee including Rs. 500/- as form downloading fee against gross value of project worth Rs. 94.80 and same is adequate for one year period.
The Tehsildar, Batala vide his office letter no. 1018 dated 22/02/2026 reported as under:-
1. The site is situated outside MC limit at more than 100 meter from MC Limits.
2. There are no 15 pucca houses within 100 meter periphery of the site.
3. The site is situated at outside from village Lal Dora/Phirni at more than 100 meter away.
It is further intimated that that the industry has submitted permission of Change of Land Use for an area measuring (4.05 Acres) for RMC purpose issued from Senior Town Planner, Amritsar vide letter no. 1200 DTP(G)/CLU dated 02/12/2025, which may kindly be perused (Copy Enclosed).
The industry has proposed to reuse the effluent generated from the washing process. The industry has also proposed that domestic effluent shall be disposed off onto land for plantation after passing through septic tank.
The site of the proposed project was visited by Er. Vinod Kumar, AEE on 06/03/2026 and observed that, the site of the said project is located on Batala- Jalandhar Road at approx. 6 KM from the limit of M.C, Batala. The site of the said project has been demarked with boundary wall. There is no residential houses within the 100 meters radius from the site. The site is complying with the general siting criteria as per the policy of the Board and as per the reports submitted by Tehsildar, Batala and CLU obtained from DTP, Gurdaspur.
If approved:-
“Consent to Establish (NOC) from pollution angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for one year period for setting up of RMC plant subjected to the suitable conditions along with following special conditions:-
1. The industry shall reuse the effluent generated from washing process.
2. The industry shall provide boundary wall around the premises and enclosed arrangements for feeding of cement.
3. The industry shall not enhance the production capacity of the unit without prior permission of the Board.
4. The industry shall obtain Approved Building Plan from the concerned department.
5. The industry shall apply for consent to operate of the Board as required under the provision of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981.
The project falls in Green Category in Small Scale Sector, hence competency to decide the case lies with the Environmental Engineer of the Board. |
