It is submitted that the industry was granted Consent to establish of the Board vide no. CTE/Fresh/BTI/2025/27795455 dated 19.02.2025, valid upto 18.02.2026 for production Honey @ 20 TPD using Raw Honey Processing @ 20 TPD as raw material, subject to certain conditions.
The industry was granted fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS for production Honey @ 20 TPD using Raw Honey Processing @ 20 TPD as raw material vide no. CTOW/Fresh/BTI/2026/30911039 and CTOA/Fresh/BTI/2026/30910968 both dt. 28.01.2026 valid upto 30.09.2030.
Now, the industry has applied for varied consent to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS inspite of no change in production capacity because the previously granted consent to operate certificate is bearing incorrect address (i.e. address of their office at Bathinda), whereas industrial unit is located at VPO BANDI, Bandi, Bathida, Punjab 151401. Therefore industry has applied for varied consent to operate for change of address of industrial unit only.
The industry has submitted the CA certificate dated 12.01.2026, wherein, the value of total fixed assets of the unit is Rs. 578 lakhs with value of plant & machinery is Rs. 355 lakhs.
The industry has submitted completion certificate of ETP installed from Green Consultant.
The industry has submitted land use classification vide DTP letter no. 1496 dated 14.11.2024 wherein it has been mentioned as under: ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਹਵਾਲੇ ਅਧੀਨ ਪ੍ਰਤੀ ਬੇਨਤੀ ਨਾਲ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫ਼ਤਰ ਵਿਖੇ ਵਾਚਿਆ ਗਿਆ ਹੈ ਅਤੇ ਸਾਈਟ ਦਾ ਮੌਕਾ ਨਿਰੀਖਣ ਕਰਵਾਇਆ ਗਿਆ ਹੈ। ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਪਿੰਡ ਧੁਨੀਕੇ ਤੋਂ ਬਾਂਡੀ ਵੱਲ ਜਾਦਿਆ ਲਗਭਗ 1 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੱਜੇ ਹੱਥ ਵਾਟਰ ਵਰਕਸ ਦੇ ਨਾਲ ਪੈਦੀ ਹੈ। ਨਾਇਬ ਤਹਿਸੀਲ ਸੰਗਤ ਦੀ ਰਿਪੋਰਟ ਮਿਤੀ 14-08-2024 ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਬਾਂਡੀ, ਤਹਿਸੀਲ ਬਠਿੰਡਾ(ਸੰਗਤ), ਜਿਲ੍ਹਾ ਬਠਿੰਡਾ ਦੇ ਖਸਰਾ ਨੰ. 2677/123(9-7), 2679/124(4-13) ਕੁੱਲ ਰਕਬਾ 14 ਕਨਾਲ 0 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਉਕਤ ਰਕਬੇ ਵਿੱਚੋਂ ਸੀਨੀਅਰ ਨਗਰ ਯੋਜਨਾਕਾਰ, ਬਠਿੰਡਾ ਜੀ ਦੇ ਪੱਤਰ ਨੰ. 1459 ਮਿਤੀ 18-08-2022 ਰਾਹੀ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਬਾਂਡੀ, ਤਹਿਸੀਲ ਬਠਿੰਡਾ(ਸੰਗਤ), ਜਿਲ੍ਹਾ ਬਠਿੰਡਾ ਦੇ ਖਸਰਾ ਨੰ. 2679/124(4-13) ਕੁੱਲ ਰਕਬਾ 4 ਕਨਾਲ 13 ਮਰਲੇ ਰਕਬੇ ਦੀ ਸੀ.ਐਲ. ਯੂ ਅਤੇ ਬਿਲਡਿੰਗ ਪਲੈਨ (Honey Processing Factory) ਪ੍ਰਵਾਨ ਹਨ। ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਮੌਕੇ ਉਪਰ ਸਾਈਟ ਵਿੱਚ ਬਿਲਡਿੰਗ ਦੀ ਉਸਾਰੀ ਕੀਤੀ ਹੋਈ ਹੈ। ਆਪ ਵੱਲੋਂ ਸਾਈਟ ਵਿੱਚ Honey Processing ਦੀ ਐਕਟੀਵਿਟੀ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ। । ਸਾਈਟ ਕਿਸੇ ਨਗਰ ਕੌਸ਼ਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹਦੂਦ ਅੰਦਰ ਨਹੀ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ/ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਵਿੱਚ ਨਹੀ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਵਿੱਚ ਹੇਠ ਲਿਖੀਆਂ ਸ਼ਰਤਾਂ ਤੇ ਉਕਤ ਐਕਟੀਵਿਟੀ ਕੀਤੀ ਜਾਣੀ ਆਗਿਆਯੋਗ ਹੈ।
As per area classification report site is not falling under any notified master plan/LPA but it has obtained permission from the DTP for the establishment of honey processing unit at site.
The PP has submitted report from revenue authorities dated 14.8.2024 as per which the site bearing khasra nos. 2677/123; 2679/124 total area 14 k is located 100 m outside Municipal Council Limit, village Phirni / lal lakir, Approved Residential area / 15 pucca house.
The PP has also submitted approved building plan from Senior Town Planner, Bathinda as well as from competent person under Factory Act.
The industry was visited by undersigned on 19.01.2026 During visit, it was observed as under:
1. The industry was not in operation during visit but the same was ready to commission for the processing of honey.
2. The honey processing is consisting heating and screening/ filtration of raw honey sourced from vendors/ farmers. All processing container are made up of MS steel.
3. The industry has installed one wood fired baby boiler for the heating of honey with adequate stack height.
4. There is not any generation of trade effluent from honey processing, however trade effluent is being generated from the washing of processing/ storage containers.
5. The industry has installed ETP consisting of Bar Screen Chamber Aeration Chamber – I Aeration Chamber – II Tube Settler Pre-Filter Sump Multimedia Filter (MMF) Activated Carbon Filter (ACF) for the treatment of trade effluent @ 10 KLD. During visit all the component of ETP were in line and in operational condition.
6. The industry has made arrangement to discharge treated trade effluent onto land for plantation along the boundary wall as well as gardening provided inside the premises. The plantation/gardening is principally adequate to manage quantum of discharge.
7. The industry has made arrangement to discharge domestic effluent @ 1.5 KLD onto land for plantation after passing through septic tank.
From above it is clear that the industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981.
Keeping in view of above it is recommended that the consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for production Honey @ 20 TPD using Raw Honey Processing @ 20 TPD as raw material, for a period upto 30.09.2030 in supersession of earlier granted Consent to operate vide no. CTOW/Fresh/BTI/2026/30911039 and CTOA/Fresh/BTI/2026/30910968 both dt. 28.01.2026 valid upto 30.09.2030.
