File Note: It is intimated that the industry is a small-scale red category unit. A complaint was received against the industry regarding pollution caused by the fumes arising from the acid pickling. After visiting, it was found that the acid fumes were not properly captured / contained in the process shed. Accordingly, directions were confirmed against the industry and electric connection was disconnected. Thereafter the industry applied for consents of the Board along with restoration of electric connection after providing enclosure toward the complainant's property and accordingly the industry was granted short term Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no CTOW/Fresh/LDH1/2023/23729069 dated 01.11.2023 valid up to 31.01.2024 and vide no. CTOA/Fresh/LDH1/2023/23757055 dated 01.11.2023 valid up to 31.01.2024 with special conditions mentioned therein and restoration of electric connection for six months i.e. up to 31.01.2024 vide order dated 30.10.2023. Thereafter the industry again applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/LDH1/2024/26368458 Date of issue: 22/11/2024 Date of expiry: 21/05/2025. CTOA/Varied/LDH1/2024/26368460 Date of issue: 22/11/2024 Date of expiry: 21/05/2025 for temporary restoration of electric connection. Thereafter the industry again applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Fresh/LDH1/2025/28639859 Date of issue: 13/06/2025 Date of expiry: 12/12/2025. CTOA/Fresh/LDH1/2025/28639867 Date of issue: 13/06/2025 Date of expiry: 12/12/2025 for temporary restoration of electric connection. A special condition that the industry shall get its air emission analyzed from the Board within 3 months. Now the industry has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Drawing of Wire @ 10 T/day from raw material Wire @ 10 T/day, Lime @ 2 kgs/day and HCL @ 45 L/day and Phosphate at 25 kgs/day with request for restoration of permanent electric connection. As per latest CA certificate of 30.03.2025. Total gross assets are listed as 86.39 lacs with Machinery as 56.49 lacs, building as 29.90 lacs plus land as rented. No change has been made from last application. The Industry submitted Rs. 101,300 vide R. no. 158167927 dated 29.09.2023 under Air act, 1981 and Rs. 22700 vide R. no. 647094136 dated 28.07.2023. The fees under water act, 1974 is valid up to 28.09.2026. The fees under water act, 1974 is valid up to 28.09.2026. The fees under air act, 1981 is valid up to 29.09.2037. The industry was visited by AEE Lovinder Singh Mann on 05.02.2026 and it was observed as under:- 1. The industry was in operation during the visit. The industry carries out stand alone phosphating of wire rods. No other industrial activity is carried out in the unit. 2. The unit has provided underground concrete lined tanks for acid pickling, water dip and phosphating. The details of the same are as follows. 3. The phosphating process consists of 2 No. alternate Acid dips (2m x 2.5 m) x 1.55 m of acid and (2m x 2.5 m) x 1.18 m of acid > Water Bath (2m x 2.5 m) x 1.00 m of water > Phosphating 2 No. (1.8 m x 1.8 m) x 1.70 m of phosphate and (1.8 m x 1.8 m) x 1.95 m of phosphate) > Chemical dip (1.70 m x 2.10 m ) x 1.70 m of chemical). The unit therefore doesn’t have separate tank for wastewater and therefore addition of fresh water & acid and lifting of trade effluent is done from same tank Hence complete water auditing couldn’t be carried out. The industry has made an agreement with JBR Technologies Pvt. Ltd. CETP, 260-61, Phase-VIII, Focal Point, Ludhiana for lifting it trade effluent @ 5000 liters per month. The agreement is valid up to 22.01.2029. 5. The industry has provided a side suction chamber connected wet scrubber to control the acid fumes. 6. The industry has provided stack of around 36’ with sampling arrangement. 7. The last sampling of the unit was carries out on 04.06.2025 and as per analysis report, the acid mist was observed to be BDL against limit of 35 mg/m3. In view of the above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 may be granted for six months and electric connection may be restored for six months with special condition that 1. The industry will get its air emission analyzed from the Board within 3 months. 2. The industry will keep record of fresh water consumed, acid addition, and trade effluent lifted on daily basis.
