The industry has applied for Consent to Establish under the provisions of the Water Act, 1974 and the Air Act, 1981 for setting up a mfg unit for production of Phenyl/Floor Cleaner (Pine Oil Concentrate) and allied products falling under Category Sr. No. 26 – Liquid floor cleaner, black phenyl, liquid soap, glycerol mono-stearate manufacturing (Orange Category). Land Use Classification vide letter No. 1122 dated 15.12.2023. 5. DTP letter vide No. 421 DTP(H)/RTB dated 12.06.2024 stating that the unit is permissible subject to specified conditions therein. CRO report regarding siting parameters. Land ownership documents. Site plan of the proposed project site. The unit was visited by Er Rackinder Veer Singh JEE on 28.02.2026 and the following was observed: 1. The proposed site is located approximately 200 m from Jalandhar–Hoshiarpur Road and is situated in an area predominantly characterized by industrial establishments. The boundary wall of the premises has been constructed. An industrial shed has been erected and finishing work for laboratory and office areas is in progress. A structural iron platform has been installed for supporting the proposed distillation columns. No borewell has been installed at site as on date of visit. The total land area of the unit includes approximately 7 kanal vacant area within the premises (outside the shed), which is proposed to be developed as green belt/plantation area. the mfg process is proposed to be designed as nil wastewater discharge system, wherein process water shall be recirculated within the distillation system and cooling tower arrangement proposed to be installed. A septic tank has been provided for domestic wastewater and the disposal of domestic effluent is proposed through land disposal within the premises. A separate earmarked area has been provided for installation of a thermic fluid heater proposed to be wood-fired. The representative stated that adequate Air Pollution Control Device (APCD), such as cyclone separator/multi-cyclone and stack of adequate height, shall be installed. No production activity has been started at site as on date of visit. In view of the above,as recommended by EE RO if approved Consent to Establish (CTE)/NOC under the provisions of the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for one year subject to general and following special conditions. 1. The conditions stipulated in DTP letter No. 421 DTP(H)/RTB dated 12.06.2024 shall be strictly complied with. 2. The unit shall ensure nil discharge of trade effluent and shall not discharge any untreated trade effluent outside the premises. 3. Adequate Air Pollution Control Device (APCD) shall be installed with the thermic fluid heater and stack height shall be provided as per Board norms. 4. The unit shall develop and maintain adequate green belt within the earmarked vacant area inside the premises as per PPCB/CPCB guidelines and ensure its proper survival. 5. No groundwater extraction shall be carried out without obtaining prior permission from the competent authority, wherever applicable. 6. The unit shall obtain Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 before commencement of operation.
