File Note: The report/ recommendations of RO in the matter has been examined and it was noted as under: # Earlier the project proponent was granted CTE dated 11.10.2024 which was valid upto 04.09.2025 for development of Residential Township Project in an area of 243.42 acres consisting of Residential Area including EWS @ 103.46 acres, Commercial @ 5.97 acres, Institutional @ 11.10 acres etc. having total built-up area of 7,89,515.21 sqmtr and subsequently extended upto 04.09.2026, subject to certain conditions as mentioned therein. # Thereafter, the project proponent was granted CTOs under the Water Act, 1974 and the Air Act, 1981 both dated 16.05.2025 & having validity upto 31.03.2026, for Operation & Occupancy of Residential Plots @ 470 Number, Booths/SCOs @ 130 Number, Community Centre @ 1 Number, with disposal arrangement that domestic effluent 794 KLD - Treated in STP of capacity 3 MLD based on SBR Technology, subject to certain terms and conditions mentioned therein. # Now, the project proponent has applied for varied CTOs under the Water Act, 1974 and the Air Act, 1981 for Residential Plots @ 500, Booths/SCOs @ 150, Community Centre having 3.8 acres area with 05 no. DG set of capacity 3x2000 KVA, 750 KVA and 1500 KVA, with requisite documents and fees. # The project proponent has submitted water details, as per which 848 KLD waste water will be generated which will be treated in STP of capacity 3 MLD based on SBR technology. After treatment in STP, the treated waste water @ 369 KLD is used for flushing purpose and excess for construction activities and onto area reserved under Karnal Technology within premises till GMADA sewer will be connected. # The project proponent has submitted Environment Clearance vide file no. 2024/EC/E/183 dated 01/08/2024 for expansion of Group Housing Project Namely “Hyde Park Estate” located at Villages Salamatpur, Devinagar, Bharonjian, Ratwara and Mullanpur Garibdas, Tehsil Kharar, Distt. SAS Nagar (Mohali), Punjab by M/s DLF Home Developers Ltd. in the total land area of 243.42 acres (after expansion) having Built-up area @7,89,515.21 sqm. # The RO has raised certain clarifications to the PP and it has submitted the reply of the observation raised on the application, as under: Clarification: It has currently only developed only 1 acre plantation area out of 3 acres, where as the PP was granted CTE with the special condition that: “The project proponent shall provide plantation as per Karnal Technology in at least 3 acres area before this monsoon season and this land shall not be used for any other purpose till the connectivity to terminal STP to be installed by the GMADA. Reply: This is to inform you that the presently partial project is operational; therefore, the wastewater generation from the project is comparatively lesser. In view of the existing wastewater load, the land area of 1 acre developed under Karnal Technology is adequate for effective disposal. Although, in reference to the CTE compliance, the development of additional 2 acres of land has already been initiated and is currently under progress and the same shall be completed at the earliest. Photographs showing the land developed under Karnal Technology as well as 2 acres of land which is in-process of developing under Karnal Technology is enclosed as Annexure I. Clarification: Further, the project proponent has still not submitted authenticated proof of CER activities and the project proponent submits that the authenticated proof of CER activities shall be submitted at the earliest upon receipt of confirmation by different departments. Reply: In this regard, we wish to highlighted that, letter has been submitted to the concerned Departments seeking their consents/procedure for undertaking of CER activities as stipulated in the Environmental Clearance. However, no correspondence has been received from the concerned Departments till date. The matter is being followed up again through personal meetings and the authenticated proof of CER activities shall be submitted at the earliest upon receipt of confirmation. Copy of the acknowledgement letters is attached along as Annexure II. # The site of the project proponent was visited by the officer of RO on 12.02.2026 and contacted with Mr. Harpreet Singh (Manager). During visit, it was observed as under: 1. The project is an area development project. 2. The project proponent has constructed/ completed (G+2 floors) with 500 plots and 150 shops. 3. The construction work of around 30 shops-cum-showrooms is under progress. 4. There are about 400 families residing in the township at present. 5. The project proponent has provided of STP of capacity 3 MLD based on SBR Technology for treatment of domestic effluent. Due to less wastewater generation, only 1 module of 1 MLD capacity was in operation during visit. 6. Flow meter has been installed at the outlet of STP with totality reading noted as 209308 m3. 7. Samples have been collected from the outlet of STP and have been sent to HO Lab Patiala for analysis. 8. As per the record maintained by the project proponent, the generation of domestic effluent is between 375-425 KLD. 9. The treated waste water is being used for flushing purpose in G+2 plots and excess treated waste water is being utilized in green area (parks) of 50788.05 sqmtr. 10. The project proponent has developed 02 acres under Karnal technology and further 1 acre area is also under development. 11. The average consumption of ground water is about 550 KLD, which is being used for domestic purpose as well as horticulture purpose. The project proponent has provided 04 no. borewell with water meter provided on all and record is being maintained of the same. 12. The solid waste is segregated into biodegradable and non-biodegradable component. Biodegradable waste is being composted by use of Mechanical Composter of capacity 250 kg/day. Further, the project proponent has also bought 03 no. mechanical composter of capacity 1000 kg each and the same will be commissioned by next month. The recyclable waste is being sold to local resellers. 13. The project proponent has installed 06 no DG set of capacity 2000 KVA each are installed but only 03 no out of the 06 no DG sets are to be made functional as of now. DG set of capacity 1500 KVA & 750 KVA with canopy with acoustic enclosure and stacks of adequate heights are provided. 14. The project proponent is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention &Control of Pollution) Act, 1981 as well as Environmental Clearance granted by the Competent Authority. 15. The current waste water generation from the project is 425 KLD approx. which is treated in STP installed of capacity 1 MLD based on SBR technology. The components of the STP installed include Collection tank, Equalization tank, SBR-1, SBR-2, SBR-3., Chlorine Contact Tank, Filtration, Treated Water Tank and Soft Water Tank. Out of the 425 KLD waste water generation, wastewater after treatment in STP is being utilized for horticulture purpose in green area of 12.55 acres and green belt (pictures of area developed attached) and also used for flushing purposes by provision of dual plumbing. Only the remaining excess treated wastewater is disposed into 2 acres of land developed as per Karnal technology and hence the disposal arrangements developed by the project proponent are adequate to handle the current hydraulic load. # The RO has concluded that the project proponent is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention &Control of Pollution) Act, 1981 as well as Environmental Clearance granted by the Competent Authority; and recommended that Varied Consent to Operate (CTO) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981for Residential Plots @ 500, Booths/SCOs @ 150, Community Centre having 3.8 acres area with 05 no. DG set of capacity 3x2000 KVA, 750 KVA and 1500 KVA may be granted upto 31.03.2027. # It is worth to mention here that the anlysis results of the sample collected by the visiting officer on 11.02.2026 has been received in ZO on 27.02.2026 and the same reveal that the concentration of various parameters was pH 8.0, TSS <5 mg/l, COD 15 mg/l, BOD <5 mg/l, O & G BDL; which is within the permissible discharge limits. In consideration of the report/ recommendations of RO; if approved, the competent authority be recommended that varied Consents to Operate (CTO) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for operation & occupancy in Residential Plots @ 500, Booths/SCOs @ 150, Community Centre having 3.8 acres area with 05 no. DG set of capacity 3x2000 KVA, 750 KVA and 1500 KVA, may be granted to the project upto 31.03.2027, under Orange Category, subject to suitable conditions and the following additional conditions that: 1. In case, there is any change in components of the project such as total area, built-up area, water consumption, water generation, solid waste generation etc. if at any stage, then the project proponent shall obtain revised CTO from the Board, for the said changes. 2. The project proponent shall comply with the conditions of Environmental Clearance granted to it by the SEIAA, Punjab vide no. 2024/EC/E/183 dated 01/08/2024, in true letter & spirit. 3. In case, the permission for discharge of effluent into the sewer line from GMADA and/or its disposal to the terminal STP of the concerned authority is denied or not allowed by the concerned authority/ respective department at any stage; then this Consent to Operate shall be deemed cancelled and the Board shall not be responsible for any financial liability arising due to cancellation of this CTO. In such case, the project proponent shall apply for fresh Consent to Operate along with concrete proof for alternate modes of disposal of treated effluent like availability of adequate land for utilizing treated effluents for plantation or to adopt other environmentally sound effluent disposal arrangements. 4. The project proponent shall develop the plantation area as per Karnal Technology in the additional 1.0 acre pocket before the onset of upcoming Monsoon Season and submit compliance to the Regional Office of the Board for verification. 5. The project proponent shall operate its STP regularly and efficiently as to achieve the effluent standards as prescribed by the Board and shall maintain daily record regarding operation of the same. 6. The project proponent shall provide separate flow meters after STP on channels/ pipelines carrying treated effluent for gardening, outlet for back-flushing and discharge into sewer and shall maintain daily record regarding the same. 7. The project proponent shall maintain separate record regarding treated water being generated from the project and being re-utilized in green area and flushing. 8. The project proponent shall start carrying out complete water auditing of the project on daily basis, immediately, so that the quantity of freshwater consumed and treated effluent utilized for activities like dual plumbing, can be assessed. 9. The project proponent shall maintain the plantation/green area as well as a permanent pipeline network for uniform distribution of wastewater in the entire plantation area, so that no stagnation of wastewater occurs inside, outside, or in the plantation area at any time. 10. The project proponent will not discharge its untreated „treated wastewater into any drain/choe/river under any circumstances. 11. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / dram/choe/nallalh onto land for stagnation or outside its premises, at any time, under any circumstances. 12. The project shall place adequate no, of bins outside its premises from where the Municipal Solid Waste shall be collected. 13. The project proponent shall comply with the provisions of Solid Waste Management Rules, 2016. 14. The project proponent shall make use of alternatives of single use plastics (SUP) within its premises and will not use any SUP items banned in accordance with MoEF&CC notification no. G.S.R. 571(E) dated 12.08.2021. 15. The Punjab Pollution Control Board shall have the liberty to revoke this consent & take penal action against the industry/project proponent and its responsible/ concerned person(s), in case any information/document provided by the industry/ project proponent is found to be incorrect/false/misleading at any point of time. 16. The Punjab Pollution Control Board shall not be responsible for any financial liability and/ or any other liability of the project proponent, due to grant of this Consent to Operate.
