It is submitted that the industry has applied for obtaining consent to operate under the provisions of the Water Act, 1974 and Air Act, 1981 for the production of Fly ash bricks @ 6000 Number/day under green category.
The industry has deposited consent fee of Rs. 15400/- vide T.No. 483791969 dt. 21.02.2026 under the Water Act, 1974 and Rs. 16800/- videT.No. 287254239 dt. 21.02.2026 Air Act, which makes adequacy upto 31.12.2030 after deducting late fee penalty as well as NOC regularization fee.
The industry has submitted report from DTP, Bathinda vide letter no. 321 dated 16.03.2026 which is reproduce as under-
“ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਹਵਾਲੇ ਅਧੀਨ ਪ੍ਰਤੀ-ਬੇਨਤੀ ਰਾਹੀਂ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫ਼ਤਰ ਵਿਖੇ ਵਾਚਿਆ ਗਿਆ ਹੈ ਅਤੇ ਸਾਈਟ ਦਾ ਮੌਕਾ ਨਿਰੀਖਣ ਕਰਵਾਇਆ ਗਿਆ ਹੈ। ਸਾਈਟ ਲਹਿਰਾ ਬੇਗਾ ਤੋਂ ਭੁੱਚੋ ਮੰਡੀ ਵੱਲ ਜਾਂਦਿਆਂ ਅਨਾਜ ਮੰਡੀ ਤੋਂ ਲਗਭਗ 530 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਹੱਥੇ ਨਿਕਲਦੇ ਰਸਤੇ ਉੱਪਰ ਲਹਿਰਾ ਬੇਗਾ - ਭੁੱਚੋ ਮੰਡੀ ਲਿੰਕ ਸੜਕ ਤੋਂ ਲਗਭਗ 240 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਰਸਤੇ ਦੇ ਸੱਜੇ ਹੱਥ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਵਿੱਚ ਮੌਕੇ ਉੱਪਰ ਫੈਕਟਰੀ ਦੀ ਉਸਾਰੀ ਕੀਤੀ ਹੋਈ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਨਗਰ ਨਿਗਮ/ਨਗਰ ਕੌਂਸਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹਦੂਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ਨਾਇਬ ਤਹਿਸੀਲਦਾਰ ਨਥਾਣਾ ਦੀ ਤਸਦੀਕਸ਼ੁਦਾ ਰਿਪੋਰਟ ਮਿਤੀ 11/02/2026 ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਲਹਿਰਾ ਖਾਨਾ, ਹੱਦਬਸਤ ਨੰ: 202, ਤਹਿਸੀਲ ਵਾ ਜ਼ਿਲ੍ਹਾ ਬਠਿੰਡਾ ਦੇ ਖਸਰਾ ਨੰ. 40//6/3(0-11.75), 7/1/1(4-14.5), 7/2(2-9), 8/2(2-7), 13/1/2(1-12), 14/1(4-9), 15/1(0-7.25) वॅल वघा 16 ਕਨਾਲ 10.5 ਮਰਲੇ ਦਾ 148.25/330.5 ਹਿੱਸਾ ਕੁੱਲ ਰਕਬਾ 7 ਕਨਾਲ 8.25 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ ਬਠਿੰਡਾ ਦੇ ਤਜਵੀਜ਼ਤ ਉਦਯੋਗਿਕ ਖੇਤਰ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਮਕਾਨ ਉਸਾਰੀ ਅਤੇ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਵਿਭਾਗ, ਪੰਜਾਬ ਜੀ ਦੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ: PS/PSHUD 206 ਮਿਤੀ 12/11/2021 ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ Fly Ash Brick industry ਦੀ ਫੈਕਟਰੀ ਸਥਾਪਿਤ ਕੀਤਾ ਜਾਣਾ ਤੇ ਆਗਿਆਯੋਗ ਹੈ,”
The industry has submitted a copy of report from the Naib Tehsildar, Nathana vide their office letter dated 15.12.2020 and the report is reproduced as under-
ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਇਸ ਰਕਬੇ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਕਿਸੇ ਵੀ ਮਿਊਂਸਿਪਲ ਕਮੇਟੀ ਦੀ ਹੱਦ,ਪਿੰਡ ਦੀ ਫਿਰਨੀ / ਲਾਲ ਲਕੀਰ ਅਤੇ ਕਿਸੇ ਵੀ ਸਰਕਾਰੀ ਅਦਾਰੇ ਤੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਜਾਂ 15 ਪੱਕੇ ਮਕਾਨ ਨਹੀਂ ਆਉਂਦੇ ਹਨ ਜੀ।
The unit was visited by undersigned on 17.03.2026 and it was observed that-
1. The unit is a fly ash bricks manufacturing plant and same was in operation during visit.
2. The industry has installed machinery comprising of concrete mixture and compression machine for the manufacturing of fly ash bricks.
3. The industry has provided room type enclosure for the storage of fly ash and sprinkling system to suppress the emissions generated during vehicular movement.
4. The industry has made plantation along its boundary wall.
5. The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation.
As per Board revised categorization dt. 19.03.2025 Fly ash bricks is under Green category. Moreover, the industry is complying with the provisions of the Water Act 1974 as well as Air Act,1981.
Keeping in view of above, it is recommended that consent to operate of the Board under the Water Act, 1974 and Air Act, 1981 for operation of unit for the production of Fly ash bricks @ 6000 Number/day may be granted upto 31.12.2030, subject to the suitable conditions and special condition that:-
1. The industry shall bound to abide by the provisions of Master Plan if any notified or to be notified.
2. The industry shall shift its operation at designated industrial zone in case the present site of the unit declares as non designated zone in future.
3. The industry shall plant more trees along the boundary walls in the upcoming monsoon months.
4. The industry will discharge only treated domestic effluent onto land for plantation / green belt.
5. The industry shall not increase its existing land area without prior permission of the Board.
6. The industry shall not increase its production capacity without the prior written permission/NOC of the Board.
