File Note: The above note may kindly be perused……… The industry is a small-scale red category dyeing unit and was earlier granted Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2025/28708879 dated 27.08.2025, valid up to 26.11.2025 for dyeing of polyester fabrics @ 4800 kg/day and acrylic yarn @ 720 kg/day along with operation of one boiler of 03 TPH capacity equipped with cyclone separator followed by wet scrubber as APCD and one DG set of 125 KVA. Further, directions were issued to PSPCL authorities for temporary restoration of electric supply up to 26.11.2025………………. Now, the industry has applied for obtaining varied Consent to Operate under the Air Act, 1981 for the same production capacity along with the same air pollution control arrangements with requisite documents and consent fee adequate upto 30.06.2032 as verified by the RO………………... The unit was inspected by officer of the Board on 26.02.2026 and it has been reported that the industry was operational and has upgraded its APCD by installing cyclone separator followed by wet scrubber to meet the revised standards prescribed by MoEF&CC vide notification dated 16.05.2023…………... CCTV cameras have been installed at chimney, fuel feeding and storage points with adequate backup. The industry has one DG set of 125 KVA with canopy and adequate stack height. The dyeing machinery installed remains within the previously permitted configuration. The unit is located in Industrial Land Use Zone as per DTP report, letter no. 1644 dated 10.06.2025….. Rice husk was being used as fuel. RO has reported that the industry is complying with the provisions of the AA, 1981……………. In view of the above, it is recommended that Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period of 06 months for the said production capacity and operations, subject to suitable conditions and special condition that the consent is being granted subject to the orders of NGT in CETP cases. Further, directions under Section 31-A of the Air Act, 1981 may be issued to PSPCL authorities for restoration of electricity connection of the unit for a period of 06 months….RO may also be asked to carryout stack emission sampling of the industry in a period of one month and submit report…… Competency: 1. Consent- SEE 2. Restoration- CEE,L (• As per order passed vide letter no.25154-57 dated 17.07.2025 approval of MS and Chairman is allowed only for the cases of disconnection. Being restoration case competency is recommended of CEE,L)
