Kindly peruse the note of EE, ZO and the facts recorded in the note of the Regional Office. On perusal of the same, it is submitted that the industry is partially complying with the conditions of Environmental Clearance granted under the EIA Notification dated 14.09.2006, as amended from time to time. The industry has not installed any system for control of secondary emissions as stipulated in the EC conditions. However, the industry has initiated steps towards compliance by submitting a letter dated 15.01.2026 to the Executive Director, PSCST, Chandigarh seeking issuance of feasibility report for installation of Flue Emission System, the reply of which is awaited. Further, the industry has placed work order for design and installation of secondary emission control system with M/s JMS Enviro Care and has submitted proof of advance payment of Rs. 5.0 lakh against total work order amount of Rs. 42.50 lakh, along with an undertaking regarding installation of the system.
In view of the above, it is recommended that Consent to Operate under the Water Act, 1974 may be granted up to 31.03.2030 with suitable conditions. Further, Consent to Operate under the Air Act, 1981 may be granted for a short period up to 30.09.2026 with a specific condition that the industry shall install and commission the secondary emission control system within the stipulated period, failing which action shall be initiated as per provisions of the Air Act, 1981 and Environment (Protection) Act, 1986. |
